CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 1, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Anthony Arroyo, Administrative Analyst II 4{ <br />Item #7 <br />SUBJECT: Approval of Organizational Changes for the Electric Utility, <br />Community Services and Public Services Departments and Amend <br />Resolution 56-01 to Establish or Modify the Salary Ranges for Five <br />(5) Positions <br />DATE: May 26, 2004 <br />BACKGROUND: <br />Because of the ongoing reorganization and retirement of some of the executive positions within the <br />city, there is a need to increase the salaries of the City Engineer and Recreation Services Manager <br />and change the title of the latter. There will also be two new job classifications in the Electric Utility <br />Department; one of which will be the General Manager (formerly Assistant Utility Director) and <br />Assistant General Manager (formerly Transportation and Distribution Superintendent). The <br />changes in the Electric Utility Department will become effective immediately with the approval of <br />Council and the changes in the Public Services and Community Services Department will occur on <br />or after July 1, 2004. <br />DISCUSSION/ANALYSIS: <br />Electric Utility <br />With the retirement of Tom Clarke, the Electric Utility Department will require new titles for those <br />personnel in charge of the daily operations. The title of the Director of Electric Utility will be <br />changed to General Manager; the title of Assistant Utility Director will change to Assistant General <br />Manager. The Assistant General Manager will become a contract/exempt employee within the <br />Executive group. The position of Transportation and Distribution Superintendent will be eliminated. <br />In addition to the change in titles, there will also be salary increases due to the change in job <br />responsibilities and duties. <br />Effective with the approval of Council, the salary range for the General Manager will be $7,624- <br />$9,266 per month; the salary range for the Assistant General Manager will be $7,243-$8,803 per <br />month. <br />Community Services <br />With the retirement of Ron Kenny, the Recreation Services Manager title will change to Community <br />Services Manager. There will also be a significant increase in duties and responsibilities for this <br />retitled position. As a result, the salary will be $6,126-$7,447 per month effective July 1, 2004. <br />Public Services <br />With absorption of the Building Maintenance Division and reorganization of Public Services, the <br />salary of the City Engineer will be increased to $114,464 per year (per City policy, this salary is <br />approximately 95% of the Assistant City Manager's salary).
