I <br />3 II RESOLUTION NO. R-08-04 <br />4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />5 COLTON ESTABLISHING CERTAIN NEW FEES AND <br />INCREASING CERTAIN EXISTING FEES FOR VARIOUS <br />6 SERVICES PROVIDED BY THE CITY OF COLTON AND <br />7 ESTABLISHING FINES FOR CERTAIN VIOLATIONS OF <br />8 <br />THE COLTON MUNICIPAL CODE <br />911 WHEREAS, underthe police powergranted byArticle XI, Section 7 of the California <br />10 II Constitution, cities may impose fees, charges and rates for certain municipal services; and <br />11 WHEREAS, in addition to the authority granted by the State Constitution <br />12 <br />13 Government Code section 66016 provides that a city may establish or increase fees for <br />14 certain public services by resolution; and <br />15 WHEREAS, the City Council of the City of Colton has determined that in order to <br />16 continue providing effective service for the public welfare, the City must establish and <br />17 increase fees for certain municipal services which accurately reflect the City's true costs in <br />18 II providing such services; and <br />19 WHEREAS, many of the City's existing fees for services no longer reflect the City's <br />20 <br />g y <br />21 true costs in providing the services to which the fees pertain, as a result of increased costs <br />22 borne by the City; and <br />23 WHEREAS, the City also wishes to update its schedule of administrative fines and <br />24 penalties regarding citations for parking and other vehicle -related violations of the Colton <br />25 Municipal Code in order to more fully recover the City's costs for processing such citations; <br />26 and <br />27 WHEREAS, the City Council wishes to establish new and updated fees and fines in <br />28 <br />accordance with Section 8.12.040A of the Colton Municipal Code and under the police <br />power granted to cities by Article Xl, Section 7 of the California Constitution and pursuant <br />1 <br />
