- CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of-MrCh 7 , 1989 <br />TO: Honorable Mayor and City Council <br />FROM: Rich Holmer, Human Services Director.,` <br />SUBJECT:APPROVAL OF INTERAGENCY AGREEMENT FOR DEVELOP -Date: 2/27/89 <br />MENT OF A SANTA ANA RIVER CORRIDOR MASTER PLAN <br />For the past several years representatives from San Bernardino, <br />Riverside, Orange Counties, and cities which adjoin the Santa <br />Ana River have met to discuss the development of a plan for <br />recreation trails along this corridor. When completed the <br />"Crest to Coast" trail would link the San Bernardino mountains <br />to the Pacific Ocean. To facilitate this process it is necessary <br />to develop a master trail system plan which will provide a <br />comprehensive approach to the conservation, preservation, <br />and recreation opportunities available along the river. With <br />the eminent development of Agua Mansa Park (Colton landfill <br />and adjoining sites) as a stopover for recreational user groups, <br />such as equestrian, bicyclist, and joggers, it is vital for <br />the City to join other jurisdictions in the Santa Ana River <br />master plan process. <br />RECOMMENDATION <br />It is staff recommendation that Council approve the interagency <br />agreement for development of a Santa Ana River Corridor Master <br />Plan;and authorize the Mayor to sign this agreement on behalf <br />of the Council. In addition it is recommended that Council <br />approve an amount, not to exceed $6,000, as the City of Colton's <br />contribution toward the development of a master trail system <br />plan. These monies are available through the Park Develop- <br />ment Fee Fund and have been appropriated during F.Y. 88-89 <br />expressly for this purpose. <br />The City Attorney has reviewed this agreement and has approved <br />it as to form. <br />City Manager's Concurrence: <br />Attachments: Interagency Agreement <br />Page 1 of 1 Item No. <br />
