CITY OF-COLTON' <br />AGENDA REPORT <br />For Council Meeting of November 7, 1989 <br />Honorable Mayor and City Council <br />LESLIE KEANE, CITY MANAGER <br />r: ALLOCATION OF FUNDS AND APPOIN.1'MENT OF <br />REPRESENTATIVE TO COUNTY AIR QUALITY PROJECT <br />Date: 11/2/89 <br />Background <br />The South Coast Air Basin's Air Quality Management Plan (AQMP) was adopted by <br />the California Air Resources Board (CARB) on August 15, 1989. Control measures <br />in the AQMP propose a wide variety of means for achieving the <br />mobility, balanced growth and cleaner air, including local air <br />of regional <br />g quality elements. <br />All of the measures have a legal mandate to be implemented. If local <br />implementation is not successful the South Coast Air Quality Management District <br />(SCAQMD) will be in a position to execute its regulatory authori <br />which may cause loss of certain local decision-makin tY and intervene, <br />g'powers, including land <br />Use controls over <br />Pollution generating development. <br />Although full implementation is to occur over a 20ear <br />Y period, results of reduced <br />air pollution must,be shown in the first five years of the AQMP.. Because air <br />quality standards are not being met SCAQMD is now requiring jurisdictions to <br />adopt air quality elements whereby policy and specific actions must be developed <br />that can be monitored to reduce air pollution in the District. State legislation <br />is also being proposed which will make air quality elements mandatory in all <br />general pians. <br />Discussion <br />The County of San Bernardino is Proposing that a regional air quality element <br />be prepared as a joint effort of the County, SANBAG, and affected cities. The <br />County is prepared to manage this project providing full review and coordination <br />with each city staff in addition to utilizing air quality consultants. SANBAG <br />will be offering $50,000 to initiate the proposal and to reduce each city's <br />contribution to the project. <br />It is envisioned that the Regional Air Quality Element will provide a framework <br />of data, policy, and actions for mutual application by the County and cities. <br />Utilizing data from the existing Air Quality Management Plan A <br />will contain (AQMP), the Element <br />Policies, actions, and strategies that are tailored to the <br />jurisdictions in the study area. Countywide, participation is the most economical <br />approach to preparing a comprehensive regional air quality element for our and <br />other area city general plans. <br />Attachments <br />
