CITY OF COLTON AGENDA REPORT For Council Meeting of December 27, 1990 TO: Honorable Mayor and City Council EDMUND F. SOTELO, CITY MANAGER FROM: AMENDMENT TO THE PAY AND CLASSIFICATION SUBJECT: PLAN AND ADOPTION OF NEW JOB DESCRIPTION FOR PERSONNEL DIRECTOR Date: 12-13-90 BACKGROUND:_ The position of Human Resources Manager has been vacant since May of 1989. The current job description is actually that of a Personnel Director. STATEMENT OF THE PROBLEM: The City needs to recruit for the position of Human Resources Manager. Before recruitment can begin, a new job description, title change and salary adjustment is recommended. Job descriptions were obtained from the surrounding cities and it was found that the Human Resources Manager for the City of Colton performs the same duties as the Personnel Directors of other cities, and at a much lower rate of pay. It is proposed that the Human Resources Manager classification be retitled to Personnel Director and the job description be changed in areas, such as "Reports to the City Manager" rather than "to the Assistant City Manager." In addition, it is proposed that the salary range be established at range 4.0 with a top step of $4968. This is the range established for the Economic Development Director and Community Development Director positions. It is anticipated that this of candidates possessing the perform in the position. ALTERNATIVES: None. ENVIRONMENTAL IMPACT: None. action will attract the appropriate level qualifications, skills and abilities to FINANCIAL IMPACT: Financial impact would be approximately 22%. RECOMMENDATION: It is staff's recommendation that the City Council adopt the attached job description and salary resolution for Personnel Director.
