CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of June 5, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: EDMUND F. SOTELO, CITY MANAGER <br />SUBJECT: AMENDMENT TO THE PAY AND CLASSIFICATION <br />PLAN FOR CUSTOMER SERVICES MANAGER <br />BACKGROUND <br />Date: June 5, 1990 <br />The City, in accordance with the San Bernardino Public Employees <br />Association (SBPEA) Memorandums of Understanding, has a <br />reclassification policy and procedure. From time to time, the <br />Association requests that staff study the duties performed by an <br />individual to determine if there is resonable justification for <br />reclassing an employee performing those duties. <br />STATEMENT OF THE PROBLEM <br />In March, the SBPEA submitted a request to study the position of the <br />Customer Service Supervisor. A position questionnaire was completed <br />by the incumbent and job analysis interviews were conducted with the <br />employee and her supervisor. <br />From the written materials submitted and the additional data gathered <br />during the interviews, staff found that over a period of approximately <br />the last twelve months, the Customer Service Supervisor has assumed <br />increasing responsibility in the area of business license and <br />collection. <br />The performance of these duties requires the knowledge of City <br />collections policies and procedures and City departmental policies and <br />procedures as they relate to Business License. Additionally, duties <br />not included in the present job specifications would include <br />collection of delinquent public utility accounts; contacting customers <br />to follow-up on delinquent accounts; explaining City policies and <br />procedures related to utility billing and Business License Ordinance; <br />administering and enforcing the Business License Ordinance; receiving <br />and processing business license information; preparing small claims <br />cases including appropriate documentation; and representing the City <br />in Small Claims Court. <br />ALTERNATIVES <br />NONE <br />Attachments: <br />Page 1 of 2 <br />ORIGINAL <br />lI'L.
