SOTELO, CITY MANAGER <br />SUBJECT: HUMAN SERVICES REORGANIZATION <br />BACKGROUND <br />Date: JUNE 13, 1990 <br />The City's Library currently is a division of the Human Services <br />Department. The Library Board of Trustees has requested the City <br />Library be established as a separate Department. <br />STATEMENT OF THE PROBLEM <br />The Library is distinct in that its operation is governed by a <br />Library Board of Trustees (and subsequently by the City Council's <br />control over funding and the City Manager's control over employees). <br />The Library Board of Trustees has recommended that the Library be a <br />separate Department of the City. They believe this will improve the <br />operation of the Library. <br />ALTERNATIVES <br />None. <br />FINANCIAL IMPACT <br />Car allowance of $275.00 per month plus 5 days Administrative Leave <br />per year. <br />ENVIRONMENTAL IMPACT <br />None . <br />RECOMMENDATION <br />Staff recommends that Council establish the Library as a separate <br />Department of the City and the City Librarian, David Davis, be <br />established as Library Director.
