Aguilera, Director of Community Developmen� <br />Resolution to Adopt Updated Housing Element to the <br />City's General Plan. <br />� <br />In 1988, the State Department of Housing and Community Development signed into law <br />legislation a bill mandating all local governments review and revise their housing elements <br />(Article 10.6 Housing Elements, Government Code Section 65580 - 65589). The Com- <br />munity Development Department complied with the preparation of a revised housing <br />element, with the coordination of a housing and city planning consulting firm, Castaneda <br />Associates. A copy of said document was previously submitted to Council members and <br />is attached. <br />The Planning Commission reviewed this document during their meeting of January 22, <br />1991. The Commission disagreed with the goals mandated by the State and recom- <br />mended denial. <br />PROJECT DESCRIPTION <br />As stated in the Government Codes, the revised element must include an analysis of <br />government constraints to the development of housing, and provide for the removal of <br />such constraints; a program which identifies adequate sites that will be made available to <br />meet the identified housing goals; and a quantified objective for the maximum number of <br />housing units that can be developed over a fiv� year time frame "through the administration <br />of land use and development controls" (section 65583 (c)). <br />RECOMMENDATION: <br />The document was reviewed and revised by the State Department of Housing and <br />Community Development and the City Department of Community Development and the <br />final document was found to meet the requirements of State law and objectives of the City's <br />General Plan.
