RAMOS, Cemetery Manager <br />May 19, 1992 <br />FILE NUMBER: <br />HERMOSA MEMORIAL GARDENS CEMETERY <br />On Wednesday, May 13, 1992, I was surprised to find myself as subject of a <br />front-page newspaper article announcing a controversy about decorations not being allowed at <br />the Hermosa Memorial Gardens Cemetery. <br />Mrs. Villegas had complained about not being allowed to decorate family <br />graves as she desired. After listening to Mrs. Villegas over a 3 or 4 -day period, Cemetery <br />Staff referred her to me. I spoke with Mrs. Villegas and explained that we were a state and <br />city regulated cemetery with policies to observe and implement. I also spoke with the writer <br />of the newspaper article, hoping to clarify the issue: The Cemetery operates under strict <br />rules and regulations as determined by statute and ordinance. <br />As Cemetery Manager, I am charged with the budget, daily operation and <br />j` maintenance of the Cemetery. The Cemetery Commission acts as advisor and monitor of <br />cemetery activities. The Commissioners are dedicated individuals who serve on a volunteer <br />basis. Their service is to be applauded. <br />As Risk Manager I am always aware of the City's finapcial vulnerability when <br />potential injury to person or damage to property is not eliminated. <br />The City of Colton has invested time and money to implement Senate Bill 198, <br />which strictly covers the prevention of illness and potential injury of employees. As <br />Cemetery Manager and Risk Manager, I would be remiss if I permitted potentially dangerous <br />and hazardous situations to exist at our cemetery. <br />t <br />
