AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 6, 1994 <br />DATE: November 22, 1994 <br />TO: Honorable Mayor and City Council <br />FROM: te(David R. Zamora <br />Community Development Dictor <br />CITY MANAGER CONCURRENCE: <br />SUBJECT: Public Hearing to consider the selection of Community <br />Development Block Grant (CDBG) projects to be submitted <br />to the County of San Bernardino for Eligibility and Qualification <br />for funding from the 21 st Program Year, 1995-96. <br />BACKGROUND: <br />The San Bernardino County Department of Economic and Community Development <br />(ECD) is now accepting Project Proposal Applications for funding consideration from <br />the 21 st Program Year, 1995-96, of the Community Development Block Grant (CDBG) <br />Program. Before submitting an application for CDBG funding, all public agencies are <br />required to conduct a public hearing to authorize the submittal of applications. The <br />purpose of the hearing is to provide for and encourage citizen participation in <br />developing project proposals. Completed applications must be submitted to ECD by no <br />later than December 23, 1994. <br />DISCUSSION/ANALYSIS: <br />Each year, the City of Colton cooperates with the County ECD Department to apply and <br />receive federal Community Development Block Grant (CDBG) funds. This year, under <br />new federal regulations developed by the U.S. Department of Housing and Urban <br />Development (HUD), the County is required to submit an application to HUD that <br />consolidates the CDBG, Home Investment Partnerships (HOME), and Emergency <br />Shelter Grant (ESG) Programs. The new application process requires the County to <br />develop a Consolidated Plan which will identify housing and non -housing needs, issues <br />and problems in the unincorporated communities and the 17 cooperating cities. <br />
