CITY OF COLTON <br />AGENDA REPORT <br />For Council <br />Meeting of March 1, 1994 <br />To: *RL *D* <br />UNCIL <br />FROM: <br />SUBJECT: Consider Resolution re-establishing the Housing Advisory Appeals DATE: February 23, 1994 <br />Board and Re -naming it the "Code Enforcement and Housing Advisory <br />Appeals Board" <br />BACKGROUND: <br />At their regular meeting of February 8, 1994, the Planning Commission recommend, by Resolution No, R-01-94, <br />approval of an amendment to Title 18 of the Colton Municipal Code (Zoning Ordinance). The amendment, :among <br />other changes, will also allow the City to exercise discretion in the abatement of Municipal Code Violations. <br />DISCUSSION/ANALYSIS <br />The proposed amendment, as recommended above b the Planning ng Commission to the City Council, also <br />recommends the re-establishment of the Housing. Advisory Appeals Board and Re -naming it the "Code Enforcement <br />and Housing Advisory, Appeals Board". <br />It has become apparent that an independent board, authorized to review issues relating to compliance with Housing <br />and Zoning Codes of the City, is a valuable and necessary component of an effective code enforcement effort on <br />behalf of the City. <br />The guidelines of the board shall be consistent with Section 203(a) of the Uniform Housing Code, 1991 Edition, <br />which states, in part, "...The board shall be appointed by the governing body and shall hold office at its pleasure. <br />The board shall consist of members who are qualified by experience and training to pass upon matters pertaining <br />to building construction." <br />FINANCIAL IMPACT: <br />+ Staff anticipates no financial impact to the City as a result of the proposed amendment. <br />RECOMMENDATION: <br />Staff recommends approval of the attached Resolution re-establishing the Housing Advisor A <br />renaming it the "Code Enforcement and HousingAdvisor A Y Appeals Boaltd and <br />Y Appeals Board". <br />tg <br />Attachments: Resolution <br />CITY MANAGER'S CONCURREN <br />CITY OF COLTON <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />Page 1 of 1 <br />Item No. <br />
