<br />ADJOURNED REGULAR MEETING
<br />June 27, 1974
<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City
<br />Council of the City of Colton was held on the above given date at 7:00 p. m., in the Council
<br />Conference Room in City Hall, Mayor Huntoon presiding.
<br />ROLL CALL:
<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also
<br />present were City Manager Huffaker, Finance Director McGuire, Planning Director Williams,
<br />City Librarian Hornburg, Public Works Superintendent Young, and City Clerk Ramos.
<br />Mayor Huntoon
<br />Mayor Huntoon reported that he had received a letter from Mrs. Albert Andon and that he would
<br />like to read it before getting into the Agenda for this evening.
<br />Mayor Huntoon read the letter in full to the Council.
<br />Mrs. Andon stated in part in her letter that she as a parent of children swimming on the
<br />Colton Recreation Swim Team for about 15 years, was very disappointed in the action taken
<br />by the Council at their last meeting.
<br />Mrs. Andon stated that the swim team had been left on high and dry land when the Council voted
<br />to discontinue funding of the team due to closure of the City plunge.
<br />Mrs. Andon's letter pointed out that 50 boys and girls, ages 6 - 17 composed the swim team,
<br />that the team was not a private one, they represent the City of Colton in the Valley League,
<br />years ago the City use to pay the league fees and that now the team was paying the league
<br />fees, the insurance, the starters at $25.00 per home meet (4 of them), and the team is only
<br />asking for what has been received in the past ribbons and the coaches salary.
<br />In her letter, Mrs. Andon stated that the swim coach must be a qualified lifeguard and safety
<br />instructor and that she hoped the Council would reconsider at least for this summer as the
<br />team only swims the two summer months ending their season on July 29.
<br />Mayor Huntoon stated that he was sure every single council member had received at least one
<br />phone call on this matter.
<br />Mayor Huntoon asked if any of the Council members had any comments on this matter.
<br />Hearing none, Mayor Huntoon announced the first item on the Agenda.
<br />Community Promotion - Chamber of Commerce
<br />City Manager Huffaker reported that this item was held over from the first budget meeting
<br />and the budget is itemized on Page 36.
<br />Mr. Huffaker stated the Chamber has requested a budget of $20,000 and what is reflected in the
<br />present budget is $14,700, the same amount allocated the last fiscal year.
<br />Mayor Huntoon commented the survey cities are usually used in cases like this and his informa-
<br />tion is that Redlands budgeted -0- for their Chamber this year, Rialto -.has in the past budgeted
<br />$4,000, however, this year they don't plan on budgeting the $4,000, but rather are giving the
<br />Chamber an EEA clerical slot.
<br />Mr. McGuern, Chamber President, stated he did not like to compare city budgets for chamber
<br />purposes because he felt that all chambers are for different purposes, however, although
<br />this year Redlands has not budgeted for their Chamber, last year thier budget was $101,000
<br />of which the City budgeted $10,000 in addition to turning over the parking meters and parking
<br />lots to the Chamber and this year the Chamber budget will still be $91,000.
<br />Mr. McGuern stated that Fontana at this time is still undecided and Rialto wishes to hire a
<br />Chamber Manager through the City who would be responsible to the City first and the Chamber
<br />second.
<br />Mr. McGuern noted that Victorville with a population of 14,000 budgeted $28,000 last year and
<br />increased that to $40,000 this year, also, Riverside's total budget last year was $270,000,
<br />$90,000 of which was from the City and this year their request was for $238,000 and they re-
<br />ceived $213,000.
<br />Mr. McGuern said that basically comparison of cities is not a true comparison and that the
<br />Chamber has given the City a program of work beneficial to the community and to the citizens
<br />and that along with that their budget is compatible to our City.
<br />Councilman Hayes stated that as indicated earlier he believes in some sort of structured
<br />growth and that the Chamber's activities last year in the material distributed, etc., was
<br />excellent.
<br />Councilman'Hayes moved to allocate the additional $4,500 to the Chamber of Commerce budget.
<br />Councilman Gonzales seconded and stated he would like to make a comment.
<br />Councilman Gonzales stated that last year when the Council met with the Chamber the Council
<br />was assured that the Chamber was going to go out and really promote the City and become in-
<br />volved in the total community. Councilman Gonzales said in his opinion the Chamber has kept
