their word, the Chamber has really worked on promotion and is always represented at the <br />Council meetings. <br />Councilman Gonzales further stated that Planning Director Williams is a very good Planning <br />Director, but does not have sufficient time to give to public relations in promotional acti- <br />vities, <br />cti- <br />vities. <br />Mayor Huntoon repeated the motion on the floor, that the Council budget an even $20,000 for <br />the Chamber of Commerce. Mayor Huntoon asked if the Council was ready for the question. <br />Councilwoman Spragins stated she would like to hear the Mayor's comments and also those of <br />Councilman Rehrer. <br />Mayor Huntoon stated he had made his opinion quite clear before and that he was sure the Council <br />was going to rule as it should and as he would have it rule, and stated the Chamber has a very <br />definite place, the place should be PR and information primarily and that a $20,000 subsidy <br />from the City is not justified. <br />Councilwoman Spragins stated she had just had a very upset woman on the phone in regards to <br />budgeting of the Marlin Swim Team and although she realizes this is an item that connot be <br />considered, the additional $5,300 for the Chamber is a lot of money and she would hope the <br />Chamber would try to get along on what has already been budgeted and then if in mid -year <br />they have a good program going and prove so to the Council; Council could then take another <br />look at the money. <br />Mayor Huntoon called for a Roll Call vote. <br />Councilman Rehrer stated he wished to make a comment. Councilman Rehrer said he felt the <br />Chamber had done a tremendous job this past year in comparison to years past, by the same <br />token he is obligated to look closely at City dollars. <br />Mr. McGuern asked to make one more comment. Mr. McGuern said in response to Councilwoman <br />Spragins' remarks, that he hoped people realized that the program was either going to be <br />done or it wasn't. Mr. McGuern said it is not possible to'begin a years program full force <br />and hope that mid -way additional funds were granted, it is not possible to operate that way. <br />ROLL CALL VOTE: Councilman Hayes - YES, Councilwoman Spragins - NO, Councilman Rehrer - YES, <br />Councilman Gonzales - YES, Mayor Huntoon - NO. <br />Motion carried. <br />Adoption of Budget for Fiscal Year 1974-75. <br />City Manager Huffaker stated as previously indicated at the last budget meeting, this year <br />Staff is asking that the adoption of the budget be made by resolution rather than by minute <br />action. Mr. Huffaker said the budget resolution has certain guidelines that bear some rem <br />strictions, however, it is flexible. <br />Mr. Huffaker explained the guidelines involve the three main catagories; salary accounts, <br />general supplies, and capital outlay/improvements. Mr. Huffaker stated within these bud- <br />geted activities transfer of funds with approval of the appropriate forms would be permitted, <br />however, capital items and any change in the table or organization would require Council <br />action by resolution. City Manager Huffaker said that changes to the budget through resolu- <br />tion will afford the City better record keeping and control. <br />Councilmen Hayes and Gonzales both indicated they were favorable to the budget adoption <br />guidelines outlined by the City Manager. <br />Councilman Rehrer stated he had several questions regarding the unclassified positions as <br />they relate to the budget. Councilman Rehrer stated he did not feel the City needed that <br />many people in management positions. <br />Councilwoman Spragins stated she understood that the City already had these people on board <br />and that this was a formality in making appropriate title changes. <br />Mayor Huntoon asked City Manager Huffaker to clarify the matter being discussed. <br />City Manager Huffaker explained that the public hearing that is scheduled for this evening <br />is to effectuate those positions that have been previously outlined to the Council during <br />the departmental budget reviews and review of organizational structure. Mr. Huffaker stated <br />there are a lot of title changes and there are some new positions. <br />Mr. Huffaker stated that about 4 or 5 years ago, the State legislature made it possible for <br />City Council's to pass an ordinance to remove management positions from classified s tatus <br />under Civil Service and that the thinking behind this is to make these positions more re- <br />sponsive, also, it does eliminate the time element for due process in dismissal cases. <br />Finance Director McGuire stated those people listed under his department that involve the <br />change from classified to unclassified, with the exception of one, have accepted the change. <br />Councilman Rehrer stated he was aware that the restructuring of some of the departments had <br />already been discussed but he simply does not agree with it and personally feels the City <br />has greater need for a Public Works Director/City Engineer than all these additional manage- <br />ment personnel. <br />Councilman Hayes stated that he would like to request an Executive Session on Item No. 3. <br />'JUN 2 71974 <br />
