Councilman Hayes reported the cost of a <br />paramedic run can go as high as $250 and therefore, he would suggest that the ambulance regulation be rewritten to <br />state that when the City (Fire or Police Departments) request an ambulance, that we will receive a plain non -para- <br />medic ambulance. Councilman Hayes said of course, if a citizen calls the ambulance company and they request a para- <br />medic ambulance they will be responsible for the cost. <br />City Manager Huffaker said as far as securing our own ambulance the City will continue to look in the area of Federal <br />Grants, etc. <br />It was Council consensus to proceed on a trial basis with the private ambulance non -paramedic unit and review at the <br />end of six months to see if there are any problem areas. <br />IaIfAa=0�is Wkfx <br />City Manager Huffaker said the Capital Outlay request is $1,000 for the purchase of a two-way radio which will allow <br />the Building and Safety Director to communicate with the Public Safety Department as required by the Civil Defense <br />Agency. RAMOS <br />City Clerk <br />Approved this day of 1975. <br />Mayor <br />* * * * * * * * * * * * * * * <br />ADJOURNED REGULAR MEETING <br />June 26, 1975 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:00 p.m., in the Council Conference Room in City Hall, Mayor Huntoon <br />presiding. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales and Mayor Huntoon. Also present were City Manager <br />Huffaker, Finance Director McGuire, Assistant to the City Manager Johnsen, Planning Director Williams, Community <br />Services Director Young, Administrative Assistant Robert Hadfield, Building and Safety Director Twias, and City Clerk <br />Ramos. <br />PLANNING: <br />City Manager Huffaker reported funds are provided in this budget for payment to the County Environmental Health Services <br />Department for maintaining the annual noise equivalent levels for areas in the City which are adjacent to airports, <br />select system streets, freeways, railroads, transit lines, and industrial noise sources. <br />Mr. Huffaker stated a tape recorder for use at Planning Commission Meetings has been requested under Capital Outlay. <br />Discussion followed on the need for the tape recorder. <br />City Manager Huffaker and Planning Director Williams reported that currently there is one tape recorder that is being <br />shared by the City Council, Planning Commission, Recreation and Parks Commission, Housing Advisory Appeals Board and <br />Cemetery Commission and that conflict arises from time to time when different board meetings are held on the same <br />night. <br />Councilman Rehrer asked if it would be possible to secure a less expensive machine. <br />City Manager Huffaker and City Clerk Ramos explained that a less expensive machine has to be operated manually as they <br />do not usually come equipped with transcribing accessories, footpedal, etc. <br />On Council consensus the sum of $300 was deleted from Capital Outlay and Staff was instructed to look into procuring <br />a tape recorder with the $100 allocated. <br />Secretary Position <br />Council questioned the increase in salaries account. <br />City Manager Huffaker reported the Secretary II position is being charged all to Planning, even though the Secretary <br />works for Building and Safety and Recreation as well as, Planning. City Manager Huffaker said there is also a little <br />extra for temporary help. <br />Councilman Rehrer asked for clarification on the extra funds for temporary help. <br />Planning Director Williams reported that the Secretary is pregnant and will be taking maternity leave, the funds are <br />to fill the vacancy on a temporary basis. <br />Mr. Williams was asked about the sound control. <br />Mr. Williams said that under a state law the City is required to prepare sound contour maps on an annual basis. It is <br />the intent of the City to contract with the County Environmental Health Services Department to meet certain require- <br />ments. Mr. Williams further explained that originally, he had budgeted for equipment to perform the required state <br />laws, however, it was learned that the County had purchased all equipment necessary and that it is possible to contract <br />their services at $15.00 per hour. <br />Mr. Williams said that if the City receives noise complaints, the County will come out with their machine and record <br />the noise. Mr. Williams added, that the type of machine the County has can be used in a court case and County personnel <br />will appear as an expert witness. <br />JUN 2 6 1975 <br />
