1'94 <br />COUNCIL MEETING <br />July 15, 1975 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Reverend Douglas Versteeg of the Seventh-Day Adventist Church of Colton. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager <br />Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />June 24, 25, 26, and 30, 1975 <br />July 1, and 3, 1975 <br />Warrants <br />2207 through 2538 <br />20363 through 20663 <br />July 10, 1975 Inclusive <br />Grant Deed <br />Thomas and Katherine Hathaway, for Road Purposes. Accepted and authorized for recording. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Resolution of Commendation <br />Mayor Huntoon read a Resolution of Commendation on behalf of the Southern Pacific Railroad Company, and presented <br />the Resolution to Messrs. Jensen, Parker, Hampton & McKersie, Executives with the Southern Pacific Railroad Company. <br />Boards & Commissions <br />Citizens Transit Advisory Council <br />Mayor Huntoon stated that appointmen.ts:ta',the Citizens Transit Advisory Council will be made later in Executive <br />Session. <br />CORRESPONDENCE: <br />Fleming Park <br />Chamber of Commerce <br />City Manager Huffaker referred to a letter from Mr. Bill McGuern, Special Projects Chairman of the Chamber of <br />Commerce, requesting permission to have a Christmas Parade and Christmas in the Park festivities in Fleming Park, <br />on Saturday, December 13, 1975. Mr. Huffaker said there are no problems involved and Staff recommends approval <br />of the request. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve request of Chamber of Commerce for <br />Christmas Parade and Christmas in the Park festivities in Fleming Park on Saturday, December 13, 1975. Unanimous <br />vote. <br />Municipal Park <br />Plasido Cortez <br />City Manager Huffaker reported on a letter received from Mr. and Mrs. Plasido Cortez regarding an incident involving <br />their child and her fall from the bleachers located in Municipal Park, Sunday, June 22, 1975. Mr. Huffaker also <br />referred to a memorandum from Community Services Director Young explaining that this matter has already been taken <br />care of and discussed with Mr. Cortez to his satisfaction. No further action was taken. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zone Change <br />Gerald DeJong <br />Planning Director Williams advised that the Planning Commission discussed and gave further consideration to the <br />zone change request of Gerald DeJong, to change an R-1 zone to an R-3 zone on property located at 195 East Laurel <br />Street, and the Commission voted to reaffirm their action as stated in Resolution No. 773, denying the zone <br />change. <br />Councilman Gonzales moved that the Council support the decision of the Planning Commission. Motion died for a. lack <br />of a second. <br />Discussion followed regarding the requested zone change. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to adopt Resolution No. 3531. Upon Roll Call, the Vote <br />was: <br />AYES: Three, Spragins, Rehrer, Gonzales <br />NOES: Two, Huntoon, Hayes <br />ABSENT: None. <br />Motion carried. <br />RESOLUTION NO. 3531 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ANNOUNCING ITS FINDINGS AND DECISION ON <br />PLANNING COMMISSION RESOLUTION NO. 773, INDEX NO. A-6-75. <br />Transportation <br />S.B.T.S. <br />Planning Director Williams read his memorandum dated July 10, 1975, and referred to a letter from Bob Holcomb, Chair- <br />man of the Board of Directors for S.B.T.S., and petitions from the residents of Florence and Western Avenues, <br />
