RAMOS <br />City Clerk <br />City of Colton <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 6:00 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. <br />RnI I CAI I <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />BUDGET: <br />Mayor Beltran outlined the method for review, stating that the original intent up to this point, was to go through <br />each budget and become acquainted as to the individual requests; now that we know what is contained in these budgets <br />we can take final action. Mayor Beltran said this final review is for the purpose of taking a look at those items <br />that the Council had questions on. <br />BUDGET: <br />Fi re <br />Mr. Huffaker reported that $4,000 was tentatively added to Account 16, Education and Training, this was for two <br />additional firemen to be trained as paramedics. <br />Councilman Hayes informed the Council that the money being requested to train the two additional men for paramedics, <br />as well as that already included in the budget, is for training only and does not include salaries. Councilman <br />Hayes said salaries need not be budgeted until the next fiscal year because the training of these firemen will not <br />be completed until the end of the current fiscal year, or June 1977. <br />Councilman Hayes stated that if CETA is not funded through the training period for the paramedics, then he would <br />say the additional firemen could not be trained because that would leave the department shorthanded while these <br />firemen are away in school. <br />Discussion followed on funding for the purchase of a Pumper Fire Truck in the amount of $80,000. <br />City Manager Huffaker reported the Pumper Fire Truck is listed in the Restricted Fund Budget and it is planned to <br />transfer $80,000 into the Restricted Fund from Revenue Sharing. <br />Fire Chief Temby reported that the truck being replaced by the pumper is 27 years old, has a cracked block. Chief <br />Temby said the other engine in reserve is 19 years old and this year it failed its underwriters test. <br />Discussion followed on the feasibility of keeping the fire engines operational. <br />Mayor Beltran asked how the cracked block came about. <br />Chief Temby said it was due to metal fatigue in conjunction with the age of the vehicle. <br />Councilman Hayes stated that where the problem lies in regard to the need for a new pumper is in structure fires. <br />Councilman Hayes stated if there are two structure fires at one time, the department would be in trouble. <br />Discussion followed on the delivery schedule if the City were to authorize purchase of the pumper truck. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the addition of $4,000 to the Education <br />and Training Account 16, for the training of two additional paramedics. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve the $80,000 for a new pumper truck. Motion <br />carried. Mayor Beltran and Councilman Gonzales voting NO. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to delete $150 in Account 90, Capital Outlay, for the <br />purchase of a table stand. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer to approve the Fire Budget as amended. Motion <br />carried. Mayor Beltran and Councilman Gonzales voting NO. <br />The adopted budget for the Fire Department represents an increase of $3,850 additional funding from that proposed. <br />Civil Defense <br />Discussion followed on the Salary Accounts of the Fire Budget. Councilman Rehrer asked for clarification of the <br />01 Account, as it reflects a $70,000 increase. <br />Mrs. Andengaard explained that last year the additional salaries paid under the paramedic and educational training <br />were listed separate from the permanent salaries so there is a figure of $58,900 shown in Account 09 for the <br />197576 fiscal year and a $0 in fiscal year 1976-77. Mrs. Andengaard explained that if Council will look at the <br />Total Salaries and Wages line, it will note that the 1975-76 is $570,305 and the 1976-77 recommended is $587,450, <br />which is an approximate $10,000 increase due to merit increases, a little more in overtime, etc. <br />Discussion followed on the Memorandum of Understanding relating to Educational Incentive Program. <br />After brief review of the Civil Defense Budget, moved by Councilwoman Cisneros, seconded by Councilman Hayes, to <br />JUN 16 1976 <br />
