<br />ADJOURNED COUNCIL MEETING
<br />June 9, 1976
<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City
<br />of Colton was held on the above given date at 7:00 p. m., in the Council Chambers of City Hall, Mayor Beltran
<br />presiding.

<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager
<br />Huffaker, City Attorney Edwards, and City Clerk Ramos.
<br />Chamber of Commerce
<br />City Attorney Edwards made a report to the Council members on negotiations with the Chamber of Commerce in
<br />regard to acquiring the Chamber Building.
<br />Mayor Beltran suggested that the members of the Board of Directors from the Chamber be invited to a meeting with
<br />the Council members when this subject can be discussed more thoroughly, possibly within a week when the Chamber
<br />of Commerce budget is reviewed again.
<br />Community Development Coordinator
<br />Discussion was held with regard to the hiring of a Community Development Coordinator, the salary range and
<br />possible clerical assistance for this individual, and the amendments that will have to be made with the second
<br />year funding application to be submitted to HUD.
<br />Mr. George Williams, Planning Director, explained to the Council members the steps to be taken in hiring the
<br />Community Development Coordinator, and also for amending the City's application and budget for the funding.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, authorizing Staff to proceed with all necessary
<br />requirements and procedures for the position of Community Development Coordinator. Vote was unanimous.
<br />BUDGET: (Preliminary)
<br />Finance/General Services
<br />City Manager Huffaker stated that this budget provides funds for the operation of the Purchasing Office and
<br />Storerooms. All requests are routine and substantially the same as the prior year.
<br />Councilman Rehrer questioned the salary of the General Services Supervisor, and asked if the new Purchasing
<br />Agent would be hired at the same salary as the employee who had just retired.
<br />City Manager Huffaker answered no, they would probably be hired at the first or second step.
<br />Discussion followed with regard to the salary of the General Services Supervisor and the appropriate starting
<br />salary.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve the starting salary for the General
<br />Services Supervisor at Step A, $15,192. Vote was unanimous.
<br />Discussion was held on Account No. 1304-30, Office Supplies and Postage, and the extensive use of paper and forms.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to delete 1976 Pickup, $3,140, under Capital Outlay,
<br />General Services. Vote was unanimous.
<br />BUDGET: (Preliminary)
<br />Finance/Internal Auditing
<br />Mr. Huffaker advised this budget has decreased by $9,844 over the prior year due to the transfer of an Account
<br />Clerk I to Data Processing. Other requests reflect a slight increase of $145.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve the Finance/Internal Auditing
<br />Budget 01-1305. Vote was unanimous.
<br />BUDGET: (Preliminary)
<br />Finance/City Treasurer
<br />Mr. Huffaker reported that the City Treasurer's Budget is basically the same, however, this year, under Account No.
<br />1306-11, Retirement, the City Treasurer is not contributing to PERS. The other accounts remain the same.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to tentatively approve the Finance/City Treasurer
<br />Budget 01-1306. Unanimous vote.
<br />BUDGET: (Preliminary)
<br />Finance/Civic Center
<br />Mr. Huffaker stated this budget has decreased by $10,733 over the prior year. This budget does not include any
<br />request for janitorial service, as the City plans to continue the use of CETA employees for this purpose. Capital
<br />Outlay reflects a request for a tape recorder to be used by various activities.
<br />Mr. Huffaker explained the tape recorder would be used by the Planning Department, Recreation Department, Building
<br />& Safety Department, and any other department that might have use for a tape recorder.
<br />Moved by Mayor Beltran, seconded by Councilman Rehrer, to delete the tape recorder from the Capital Outlay Account
<br />of the Finance/Civic Center Budget. Unanimous vote.
<br />Councilman Rehrer questioned Account No. 1307-31, Telephone Expense, and wanted to know how much the Telephone
<br />Company had raised the rates. Utility rates were also discussed and possible increases.
<br />Moved by Councilman Hayes, seconded by Mayor Beltran, to delete $7,800 from the Capital Outlay Account of the
<br />Finance/Civic Center Budget for floor covering and drapes. Vote was unanimous.
<br />Mayor Beltran suggested that under Federal Revenue Sharing Fund, Civic Center Building Addition, the amount of
<br />$40,000 be applied to the building addition only and delete any architectural expense. Mayor Beltran felt that the
<br />City crews can accomplish this work, and an architect would not be needed.
