ADJOURNED CITY COUNCIL MEETING <br />April 21, 1992 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date, at 6:30 p.m., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />ROLL CALL: <br />Councilmembers present were Roman, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Lewis, Community Develop- <br />ment Director Aguilera and City Clerk Ramos. <br />ZONING ORDINANCE: <br />Community Development Director Aguilera reported at the previous <br />City Council study session on this ordinance, Council reviewed the <br />majority of the changes, leaving Section 26. Signs and Section 29. <br />Property Management to be reviewed tonight. Director Aguilera <br />stated with regard to the Signs the changes would be an amendment to <br />existing regulations and with regard to Property Management, this would <br />be the addition of a new section to the ordinance. <br />.. Director Aguilera stated any minor modification to the Sign Ordinance <br />has consequences under State law. The law now states that upon <br />modification, you must begin an active code enforcement program to <br />abate illegal signs. <br />Council discussion followed. Mayor Gonzales stated a change was needed <br />to allow businesses to advertise sales through window signs; however <br />he would not like to see this trigger abatement of very old non -conform- <br />ing signs. Councilmember Roman was of the opinion that existing signs <br />should be grandfathered in and that staff should consult with the <br />City Attorney to get a ruling. <br />On Council concensus, staff was instructed to seek a legal opinion <br />to determine if existing signs could be grandfathered in so as to <br />not be a cost burden to the existing business community. <br />Director Aguilera reviewed a slight change to the Animal Ordinance <br />stating this was requested by the Reche Canyon residents. The change <br />is in the requirements of distance of horses or similar animals <br />from 100 to 60 feet from any surrounding residence and 100 to 40 1991, <br />feet from the residence of the property in which they are kept. It <br />also added the prohibition of slaughtering in the city. <br />The Property Maintenance section addresses abandoned or vacant structures <br />and unattended land, the abatement of public nuisances and the abate- <br />ment hearing process. Director Aguilera stated there may be controversy <br />involved because people will feel they are being overly regulated. <br />The ordinance came from various cities, but in particular from <br />Paramount who received national recognition for its ordinance. <br />1 A P a 2 1 1992 <br />
