CITY OF COLTON CITY COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY <br />AUTHORITY <br />SPECIAL MEETING MINUTES <br />MARCH 15, 2007 <br />A Special Meeting of the City Council of the City of Colton was held at 5:30 p.m., on the <br />above -given date at in the City Council Chambers of City Hall, located at 650 North La <br />Cadena Drive, Colton, California, Mayor Bennett Chastain. <br />ROLL CALL <br />Councilmembers present were, Suchil, Oliva, Toro, De La Rosa, Yzaguirre and Mayor <br />Chastain. Also present were City Manager Parrish, City Attorney Derleth and City Clerk <br />Padilla. <br />Absent: <br />CM Mitchell <br />PUBLIC COMMENT: <br />None <br />MAYOR AND COUNCIL ITEMS: <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING <br />OF MARCH 15, 2007. <br />Mayor Chastain asked the members present if there were any agenda items that were a <br />conflict of interest pursuant to CMC Section 2.04.030. None disclosed. <br />Said Special Meeting shall be for the purpose of studying the following matter(s): <br />STAFF REPORTS: <br />CITY MANAGER'S REPORTS AND RECOMMENDATION <br />City's Formal Complaint Process and Procedures Pertaining to Employee Grievances, <br />Appeals, Hearings, Investigations, Notifications, Sexual Harassment, and Hostile Work <br />Environment. <br />Mayor Chastain requested that City Attorney Derleth provide an explanation on the <br />rules and procedures for calling of special meetings. <br />City Attorney Derleth explained that under the Brown Act when you call a Special <br />Meeting it requires 24 hour notice and confirmation of receipt by the City Council and <br />Newspapers. He further explained that staff was unable to confirm that CM Mitchell <br />2007 MAR 15 SPEC MTG - 1 - <br />
