R-05-08 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON AUTHORIZING THE DONATION OF A <br />SURPLUS FIRE VEHICLE TO THE COUNTY OF SAN <br />BERNARDINO <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Colton: <br />SECTION 1. Findings. <br />A. The City of Colton is in possession of a 1982 American La France fire <br />truck ("Vehicle") that is not in use by the City's Fire Department and has been a surplus vehicle <br />for approximately four years. <br />B. Although the Vehicle has been offered to other City departments for their <br />benefit and use, no City department has indicated an interest in claiming or using the vehicle. <br />After four years as a surplus vehicle, the City began considering the option of auctioning the <br />Vehicle through the City's public surplus auction process. <br />C. It has been determined that the approximate value of the subject Vehicle is <br />approximately $2,500+ and may be negligible after deducting from the sales price staff time to <br />prepare the Vehicle for parts sale, soliciting bids, and administering the transfer. <br />D. Several months ago, the City of Colton Fire Department ("Fire <br />Department") began discussions with the San Bernardino County Sheriff's Department <br />("Sheriff's Department") regarding the possibility of donating the Vehicle for use in the Sheriff's <br />Department's Emergency Vehicle Operations Training Center ("EVOC" or the "Center"), in <br />exchange for ten all -day training slots at the Center. <br />E. EVOC is a 78 acre driver training facility that provides professional law <br />enforcement training to municipal service officers. It also offers training courses to fire <br />department personnel and is expanding this segment of its training curriculum. The donation of <br />the Vehicle to the Center would allow fire department trainees to practice driving techniques on <br />the EVOC courses without bringing their own fire trucks. <br />F. The Fire Department often sends its personnel to EVOC to practice and <br />receive training in driving techniques necessary for the operation of fire vehicles and vehicles <br />with fire apparatuses. The provision of ten all -day training slots at the Center would benefit the <br />Fire Department personnel in their professional training. <br />G. The City Council of the City of Colton believes such an exchange would <br />provide an equivalent benefit to the City, and the County, and would be of great benefit to <br />members of the public because it would save the City the money and time required to properly <br />dispose of the Vehicle and provide training for the Fire Department personnel at a cost savings; it <br />would benefit the County and EVOC by providing a fire vehicle for the Center's training courses <br />catered to fire department personnel from various municipalities; it would benefit the public by <br />contributing to the proper training of emergency response personnel. Thus, the City Council <br />hereby determines that disposition of the Vehicle is for the common benefit of, and provides <br />
