R-24-16 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />RESERVING 11.69 ACRES OF HABIAT CONSERVATION CREDITS FOR <br />THE EXCLUSIVE USE BY THE CALIFORNIA UNIVERSITY OF SCIENCE <br />AND MEDICINE AND CALMED SURGERY CENTER TOWARD <br />SATISFACTION OF THE WEST VALLEY HABITAT CONSERVATION <br />PLAN HABITAT CONSERVATION REQUIREMENTS <br />WHEREAS, the City of Colton is the designated Permittee for the West Valley <br />Habitat Conservation Plan ("HCP") for the Delhi Sands Flower -loving Fly ("DSF") by <br />Incidental Take Permit No. TE4916413-0; and <br />WHEREAS, as the Permittee, the City is responsible to ensure that 50.3 acres of DSF <br />habitat land is acquired and placed under a conservation easement on behalf of the Riverside <br />Land Conservancy; and <br />WHEREAS, the City is also responsible for administering the DSF habitat land <br />acquisition and conservation process in a manner that is in accordance with the HCP Rough <br />Step Process, including Jump -Start Guideline and Stay -Ahead Provision; and <br />WHEREAS, the City has acquired 26.24 acres of DSF habitat land, resulting in a <br />"conservation credit" balance of 29.99 acres; and <br />WHEREAS, the City has allocated 18.3 acres of conservation credit to facilitate <br />development of parcels owned by Mr. Carl Ross (APN Nos. 254-051-46, 47, 56, 57, 58, 59, <br />62, 67 and 68) in exchange for the donation of DSF habitat land; and <br />WHEREAS, on August 4, 2015, the City reserved the remaining balance of <br />11.69 acres of habitat conservation credit for the exclusive use by the California University of <br />Science and Medicine ("CalMed project') and private surgery center proposed by Ca1Med <br />Surgery Group on DSF habitat land (Resolution No. R-91-15); and <br />1 <br />
