R-24-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON RESERVING 11.69 ACRES OF HABIAT CONSERVATION CREDITS FOR THE EXCLUSIVE USE BY THE CALIFORNIA UNIVERSITY OF SCIENCE AND MEDICINE AND CALMED SURGERY CENTER TOWARD SATISFACTION OF THE WEST VALLEY HABITAT CONSERVATION PLAN HABITAT CONSERVATION REQUIREMENTS WHEREAS, the City of Colton is the designated Permittee for the West Valley Habitat Conservation Plan ("HCP") for the Delhi Sands Flower -loving Fly ("DSF") by Incidental Take Permit No. TE4916413-0; and WHEREAS, as the Permittee, the City is responsible to ensure that 50.3 acres of DSF habitat land is acquired and placed under a conservation easement on behalf of the Riverside Land Conservancy; and WHEREAS, the City is also responsible for administering the DSF habitat land acquisition and conservation process in a manner that is in accordance with the HCP Rough Step Process, including Jump -Start Guideline and Stay -Ahead Provision; and WHEREAS, the City has acquired 26.24 acres of DSF habitat land, resulting in a "conservation credit" balance of 29.99 acres; and WHEREAS, the City has allocated 18.3 acres of conservation credit to facilitate development of parcels owned by Mr. Carl Ross (APN Nos. 254-051-46, 47, 56, 57, 58, 59, 62, 67 and 68) in exchange for the donation of DSF habitat land; and WHEREAS, on August 4, 2015, the City reserved the remaining balance of 11.69 acres of habitat conservation credit for the exclusive use by the California University of Science and Medicine ("CalMed project') and private surgery center proposed by Ca1Med Surgery Group on DSF habitat land (Resolution No. R-91-15); and 1
