Director Tomich announced CM Suchil does not need to be recused with the caveat that CM <br />Suchil may only participate in discussion as long as it related to the project area identified as <br />Proposed SDA Overlay Expansion South. <br />Mayor DeLaRosa left the dais and Mayor Pro Tem Navarro presided for the balance of the <br />Council Meeting. <br />JOINT WORKSHOP <br />(1) Joint Workshop with City Council and Planning Commission — Sensitive Development <br />Area (SDA) Overlay Zone. <br />Mark Tomich, Development Services Director, stated the purposed of the workshop is to <br />facilitate a joint discussion by City Council and the Planning Commission as it relates to a <br />proposed Sensitive Development Area (SDA) Overlay Zone in accordance with General Plan <br />Policy know as LU -1.9; requesting direction to staff to incorporate the following: <br />(a) Proceed with the SDA code amendments as directed by General Plan Policy LU -1.9; <br />(b) Proceed with a modified work program to implement General Plan Policy LU -1.9; or <br />(c) Discontinue the SDA code amendment process and proceed to amend the General Plan to <br />Delete Policy Lu -1.9. <br />General Plan Policy LU -1.9 states "Apply a Special Development Area overlay zone on <br />industrially zoned properties that abut properties zoned for residential uses, and apply <br />appropriate conditions through the discretionary review process to minimize impacts. " <br />Director Tomich (via a PowerPoint presentation) gave a background history of the SDA Overlay <br />since it was adopted in 1984 and included recent developments as of 2013 to the present date. <br />Also pictured were the SDA Overlay Zone and Zoning Map Changes: (1) Industrial Zoned <br />properties north of Interstate 10 Freeway; and (2) Industrial Zoned properties south of Interstate <br />10 Freeway. In addition an optional amendment to SDA Overlay Zone: Allow property owner to <br />apply for a `Master CUP' where all potential future land uses are identified and approved for a <br />particular site or parcel; eliminates need for separate, subsequent CUPS for each future <br />development or use, provided the development or use has been addressed and approved by <br />Master CUP. <br />PUBLIC COMMENT <br />The following community members addressed the Council: Bill Patton, Erika Eubanks, Nicole <br />Dowling, Blaine Burch, Jay Rentz, Russell Burch, Nicole Felix, Bart Child, Michael Eubanks, <br />Craig Hayward, Amador Roman, Mark Russell, Ron Kemper, Jon Patton, and Rachel Warner. <br />2015 JULY 29 JOINT/REG CC/SARDA/CUA/CPFA/CHA -PLANNING COMMISSION MEETING 2- <br />
