Personnel Officer Benest submitted the Affidavit of Posting and reported that no protests or objections had been received. Mr. Benest reported Colton's involvement with the proposed regional tertiary plants and the development of a new wastewater master plan necessitates broadening the scope of responsibility and increasing the level of duties for the present Water Superintendent, and a new job description has been developed to incorporate these expanded duties and responsibilities. Mr. Benest stated the classification would remain in the Management/Confidential Unit and, based on the level of duties and responsibilities, education, experience, training and certificate re- quirements, a salary range of 21.0 is recommended. Mr. Benest concluded Staff recommends approval of the job description for [dater Utilities Manager, and adoption of Resolution No. R-105-87, amending the Pay and Classification Plan. Mayor Gonzales asked if anyone present desired to speak on this matter. Upon no one stepping forward, on motion of Councilwoman Cisneros, seconded by Councilman Rehrer, the Public Hearing was terminated. Vote was unanimous. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Public Works Director Hutton expressed his apologies that this particu- lar item had inadvertently been left off of the Agenda. Mr. Hutton continued on July 7, 1987, the Council gave notice of its intention to vacate a portion of the College Walkway, between Rialto and Mt. Vernon Avenues, and set a public hearing for August 4, 1987, to hear any protests. Mr. Hutton stated at the conclusion of the hearing, if no protests are heard and Council concurs, Staff would recommend the adoption of Resolution No. R-106-87. Mayor Gonzales asked if anyone present desired to speak on this matter. Mrs. Bertha Zamora, 1720 Rialto Avenue, spoke in favor of the vacation of the College Walkway, stating this is badly needed and all of the surrounding residents agree. 4
