Councilman Rehrer asked if this portion of the vacation will take care <br />of the entire Walkway. <br />Mr. Hutton answered yes, the entire Walkway was approved for vacation <br />by the Planning Commission and also requested by the property owners. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, the Public <br />Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />Resolution No. R-106-87. Unanimous vote. <br />RESOLUTION NO. R-106-87 - RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, ORDERING THE ABANDONMENT OF A <br />PORTION OF THE COLLEGE WALKWAY. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Proposed Ordinance <br />City Manager Benest stated that because more information has been <br />received and Staff feels additional study is necessary, this matter <br />concerning a proposed ordinance regarding fences, walls and permit <br />requirements will be continued to the next regular Council Meeting. <br />HUMAN SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Human Services Director Holmer reported on a proposed agreement between <br />the City of Colton and Los Padrinos of Southern California, Inc., for <br />the Human Services Department to operate an Early Intervention Program <br />for Colton youth. <br />Mr. Holmer continued the Colton Early Intervention Program, through the <br />Human Services Department, offers an integrated and innovative approach <br />to reach children, 8 to 12 years of age, at risk and their families be- <br />fore contact with the juvenile justice system. The program elements will <br />include crisis counseling/problem solving, after school youth develop- <br />ment groups, parent education and support groups, and private sector in- <br />volvement. The program will operate from Alice Birney Elementary School <br />with referrals primarily by school personnel. <br />Mr. Holmer advised the program will begin in mid-August and the first <br />program month will involve hiring staff, developing community linkages, <br />and setting up facilities and curriculum development. Los Padrinos' <br />allocation of $16,896. will go toward the program counselor's salary <br />and benefits. Mr. Holmer said the City Attorney has reviewed and ap- <br />proved the contract as to form. <br />Mr. Holmer concluded Staff recommends the Council approve entering into <br />an agreement between the City of Colton and Los Padrinos of Southern <br />California, Inc., for the purpose of operating an Early Childhood In- <br />tervention Program, and authorize the Mayor and City Clerk to execute <br />said agreement. <br />5 <br />
