No. R-146-87 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Water Superintendent Terry Lyons reported on the franchise permit re- <br />quested by Southern Pacific Pipe Lines, Inc., to construct a 20 inch <br />pipeline through the City to convey petroleum through California to <br />Phoenix, Arizona. Southern Pacific Pipe Lines has agreed to pay the <br />City an annual fee for conveying the petroleum through the City based <br />upon quantity. <br />Mr. Lyons concluded Staff recommends if there are not sufficient pro- <br />tests heard at the conclusion of the public hearing, Council approve <br />Resolution No. R-146-87, approving the franchise permit for Southern <br />Pacific Pipe Lines, Inc. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to close <br />the Public Hearing.
