Review the district budgets and coordinate with City staff to aid in the accurate <br />accounting and recovery of all costs. MFS encourages the establishment of <br />adequate reserve funding. <br />5. Prepare a citywide parcel data base using the parcel information from the current <br />County Assessor's Office secured roll. The data will be enhanced by MFS through <br />parcel research and specific information provided by the city. MFS has learned that <br />to rely solely on data from the County Assessor can be costly to any special district. <br />Land based information supplied by the County Assessor is not always current and <br />may hinder the ability to ensure equity in the assessments. <br />6. Determine the method of fee application (formula) for the district cooperatively with <br />City staff and the City Council to ensure the equity of assessments to benefits <br />throughout the district. Various benefit zones will be examined and determined <br />based on location and type of improvements and equity benefit.Provide comparison <br />studies as requested by staff to aid in the analysis of various methods of <br />assessment, benefit evaluations, equivalent dwelling unit (EDU) calculations and <br />rates, etc. <br />7. Review the draft and final engineer's report with the City staff and revise as <br />necessary to incorporate their comments. <br />8, Prepare press releases to the local news media explaining the intent and benefits of <br />the district to further aid in maintaining a positive atmosphere regarding the district. <br />MFS has found that pro -active communication promotes a sense of community <br />between the property owners and City staff rather than opposition. <br />9. Coordinate and hold up to two (2) public workshops during which the proposed <br />district will be explained and property owners encouraged to ask specific questions of <br />the Citv staff and consultants.
