marketed the City of Colton. He called out various points, such <br />as, the nearby mountains which aid in the production of water, the <br />fact that this region has a 6-8 million acre feet aquefer, the <br />State of California Aqueduct, the City and Cement plant power <br />plants, the assistance of the San Bernardino Valley Municipal Water <br />District by the spreading of water in the upper basins, the great <br />opportunity with Norton AFB, the Freeway Interchange System, the <br />largest trucking industry, the possession of brine line, the <br />university system, the labor market available, the best hospitals <br />in the world and the rail system. <br />Mr. Aguilar reported the project would bring 450 jobs in <br />construction of three mills and thereafter, 200 jobs for each mill. <br />He showed a film of the areas railroad systems, such as, Railroad <br />Humpyard, the Colton Classification Yard, the special built trains <br />and the Southern Pacific Railroad. <br />Mayor Gonzales asked if MacMillan Bloedel has an interest in <br />entering into negotiations. Mr. Aguilar responded that on <br />September 12, a meeting would be held with all parties concerned. <br />The land is owned by Cal -Mat and is being leased by Portland <br />Cement. The meeting will allow individuals to come to the table to <br />discuss and work with each other. This is a regional opportunity. <br />A brief discussion was held regarding the improvement to the off - <br />ramp and the bridge at Pepper Avenue. Councilmember Sandoval <br />stated it is his understanding that the County of San Bernardino <br />has four different scenerios for the Pepper off -ramp area. Because <br />so many entities will benefit from this effort, the City of Colton <br />expects that all will pay their fair share. <br />Mr. Aguilar mentioned that Mr. Ira Pace from the County Water <br />District and Mr. Dick Smith from the Santa Ana Water Project <br />Authority, (SAWPA) are in the audience and may have some input <br />later on. Mr. Smith stated that currently there is mining going on <br />at the cement plant and this project would definitely extend the <br />life of the cement plant. <br />Mr. O. James Pardau, Co-founder and Senior Vice Present, Corporate <br />Development and Relations, BEETEC, informed the audience of the <br />unique synergy among the MacMillan Bloedel waste newsprint <br />recycling mill, the California Portland Cement plant kilns and co- <br />generation power and steam plant and BIO-ENERGY's processing <br />engineered bio -fuel (PEBF) cube processing facility will serve as <br />a state and national model of how the products and operations of <br />major industries can be combined to the significant benefit of both <br />the economy and the environment. The three companies will be <br />components of an integrated, "closed-loop" system by which the <br />waste sludges generated by the newsprint recycling mill (MSW, <br />regional municipal solide waste) will be dried by the excess heat <br />of the cement kilns and turned into high quality fuel (MRF, <br />materials recovery facility) for the kilns and co -generation plant <br />VO <br />AUG 18 1994 <br />
