locating in Colton. <br />Mr. Pardau said Sacramento is currently encountering various <br />problems and that West Sacramento is not the only site. It will be <br />up to the City Council to make a commitment. <br />Utilities Commissioner Lopez asked what is the waste requirement. <br />Mr. Pardau replied 1,000 tons per unit per day. Utilities <br />Commissioner Lopez asked what kind of population would this <br />require. Mr. Pardau replied that the state could absorb 3-4 plant <br />sites. This would be a regional plant and approximately 40-50% of <br />the newsprint is generated in this area. <br />Mr. Sweeney stated that the site provides a very good combination, <br />his concern is the time crunch because Bloedel wants to be in place <br />by March 1995. This is not an impossible task, but it will reguire <br />a lot of leg work. <br />Mayor Gonzales stated it was his understanding that the RED TEAM <br />was put together to enable this project to be put on fast track. <br />Utilities Commissioner Kalogonis stated he had been left with the <br />impression that Sacramento was not very high on Bloedel's interest <br />list and his concern is not to get into a bidding war. There is no <br />reason to give away the farm. At what cost is this project going <br />to become real. <br />Utilities Commission Chairman Cordova, asked do we want this in <br />Colton. We need to make a commitment. Sacramento is having a big <br />problem with sewage dumping. The City needs to sell our uses, we <br />definitely need to do this. <br />Mr. Pardau said it is very true that Sacramento is close but not <br />close enough because of EIR problems. The Sacramento problems with <br />the Delta sensitivity is going to end up in court. Contra Costa <br />County will sue and this will result in this being tied up for a <br />long time. <br />Mr. Sweeney reported Sacramento has already obtained the air <br />permit. <br />Mayor Gonzales stated that the City has been looking into a MERF <br />station through the efforts of Councilmember Cook. The City has <br />thought of doing this on its own with private enterprise. <br />Mr. Ed Connally, California Trade and Commerce Agency, Pasadena, <br />reported that if the City makes this choice it will have a <br />volumunious task in studies, i.e., EIR and the City will have to <br />front the money for some of these studies. <br />*Councilmember Bennett left at 7:09 p.m. <br />4 <br />AUG 18 1994 <br />
