Mr. Fitz Fitzgerald, Advisor to Board Member Paul Relis, California Integrated Waste Management Board, Sacramento, stated they have the responsibility to help development markets. They are honing its efforts on recycling newpaper because these types of operations are going overseas and the jobs are also going. The City knows what recycling can do. Mayor Gonzales asked if Bloedel is courted could they realistically be permitted. Mr. Conally replied chances are very slim for this particular site. Mr. Aguilar stated they are working on a time line. They need to sit down on the 12th and 13th of September and let Bloedel know what we feel is feasible. Ms. Florence Charibian, Director, California Environmental Protection Agency Ontario, said this is the local office for helping cities to bring in new business. The office has been opened since March. Their job is to review the basic requirements and put together a time schedule. There is also a center in Riverside that is open two days a week that can assist the City. Mr. Dick Smith, SAWPA, was asked if the brine line will be here in time. Mr. Smith stated they are constructing a highly saline sewer line in the upper Santa Ana Water Shed for exporting salt wastes. The SARI line is to start up in the area of the Prado Dam and end at the City of San Bernardino's sewer plant near the I -215/I-10 Interchange. Construction is underway and completion is set for Summer 1995. Mr. George Aguilar declared this a major venture, it is $1.5 billion dollars, that is $100,000 million dollars. This is more projects than have ever been done in Colton. This is jobs, this is hope. Financial commitments are needed from the City and County. The RED TEAM wants to sit down with the cities and negotiate. There are no actuals. Planning Commissioner Carvalho said the project has lots of merit. In response to an earlier comment that Bloedel wanted the community to fund much of the upfront costs, he said "Bloedel may be cheap but not stupid". It wants commitment. The City needs to let others know that it is committed and prepared to enter into strong negotiations. This is doing something, we need to get behind it. Utilities Commissioner Kalogonis, said he did not want another Al Davis venture where Bloedel and Sacramento are concerned. Moved by Mayor Gonzales, seconded by Councilmember Beltran, to refer this back to the Utilities Commission and have the Commission make a recommendation to the Council on how to pursue this.
