Mr. Fitz Fitzgerald, Advisor to Board Member Paul Relis, California <br />Integrated Waste Management Board, Sacramento, stated they have the <br />responsibility to help development markets. They are honing its <br />efforts on recycling newpaper because these types of operations are <br />going overseas and the jobs are also going. The City knows what <br />recycling can do. <br />Mayor Gonzales asked if Bloedel is courted could they realistically <br />be permitted. Mr. Conally replied chances are very slim for this <br />particular site. <br />Mr. Aguilar stated they are working on a time line. They need to <br />sit down on the 12th and 13th of September and let Bloedel know <br />what we feel is feasible. <br />Ms. Florence Charibian, Director, California Environmental <br />Protection Agency Ontario, said this is the local office for <br />helping cities to bring in new business. The office has been <br />opened since March. Their job is to review the basic requirements <br />and put together a time schedule. There is also a center in <br />Riverside that is open two days a week that can assist the City. <br />Mr. Dick Smith, SAWPA, was asked if the brine line will be here in <br />time. Mr. Smith stated they are constructing a highly saline sewer <br />line in the upper Santa Ana Water Shed for exporting salt wastes. <br />The SARI line is to start up in the area of the Prado Dam and end <br />at the City of San Bernardino's sewer plant near the I -215/I-10 <br />Interchange. Construction is underway and completion is set for <br />Summer 1995. <br />Mr. George Aguilar declared this a major venture, it is $1.5 <br />billion dollars, that is $100,000 million dollars. This is more <br />projects than have ever been done in Colton. This is jobs, this is <br />hope. Financial commitments are needed from the City and County. <br />The RED TEAM wants to sit down with the cities and negotiate. <br />There are no actuals. <br />Planning Commissioner Carvalho said the project has lots of merit. <br />In response to an earlier comment that Bloedel wanted the community <br />to fund much of the upfront costs, he said "Bloedel may be cheap <br />but not stupid". It wants commitment. The City needs to let <br />others know that it is committed and prepared to enter into strong <br />negotiations. This is doing something, we need to get behind it. <br />Utilities Commissioner Kalogonis, said he did not want another Al <br />Davis venture where Bloedel and Sacramento are concerned. <br />Moved by Mayor Gonzales, seconded by Councilmember Beltran, to <br />refer this back to the Utilities Commission and have the Commission <br />make a recommendation to the Council on how to pursue this. <br />Councilmember Sandoval recommended. supporting the project in <br />9 <br />AUG 18 7994 <br />
