He wanted the same <br />services but asked that the Fire Marshal position and the Battalion <br />Chief positions be eliminated. If this was done, Fire Chief Hall said <br />that he would be precluded from doing an effective job. <br />At 9:37 P. M., Mayor Fulp declared a brief recess. At 9:44 P. M. <br />meeting was reconvened with all Members present as heretofore. <br />Public Works - Public Works Director John Hutton. <br />Mr. Roy Hudgins questioned the BFI franchise and why it doesn't pick up <br />for the City. <br />Ms. Susan Carr inquired about the $500,000 bike grant. She had talked <br />with the local State office and found that this was funded. Director <br />Hutton informed that a report had been given on prop 116. He provided <br />information on design and bike lane signs. <br />Mr. Eugene Mc Means, 2025 South Glenwood, asked if the utility inspector <br />is being eliminated. The position is responsible for inspection of the <br />oil catch basin - follow-up waste to industrial pre-treatment waste. <br />Library - City Librarian David Davis. <br />Mr. Ron Kelly, 1725 Cottonwood, inquired why there were no cuts in the <br />hierarchy. He proposed that the City impose furlough as opposed to <br />layoffs. He said that the program did work for the County of San <br />Bernardino. <br />Personnel Director Harmon disclosed that in negotiations with employee <br />representatives it was held that layoffs were preferred to the furlough <br />program. <br />City Manager Martinez indicated there was discussion on a furlough <br />program amongst the department heads. There were two schools of <br />thought: One opinion was that remaining employees would be expected to <br />take on more work therefore a furlough program would be punitive. The <br />other opinion held that we are going to see employees leave so we should <br />share the pain. <br />Recreation and Human Services Department - Director Randy Anstine. <br />Neighborhood Services Division - Reorganization - Director Randy Anstine <br />and Assistant to the City Manager Daryl Parrish. <br />Councilmember Sanders asked what would be left of the Public Works <br />Department after the reorganization.
