Anstine replied the position is grant funded by Title <br />the California State Department of Education and that <br />were renewable annually. Mayor Fulp asked if there <br />description for the position and further asked for <br />qualifications of Ms. Rosales. <br />5 and 22 of <br />the grants <br />was a job <br />the basic <br />Childcare Coordinator Fritz outlined the job description and the <br />qualifications of Ms. Rosales, stating she has 12 units in Early <br />Childhood Education and has been a Recreation Specialist since <br />1989. The 12 units are college level that are equivalent to twelve <br />semesters. The Salary is $8.90 per hour and hours worked will be <br />approximately 25-29 hours per week. The Recreation Leader I, <br />Teacher's Aide, Gracie Bridges, will be paid $4.75 per hour and <br />work 20-25 hours per week. <br />Motion carried unanimously. <br />ITEM 9. ANNUAL APPROPRIATIONS <br />Finance Director Chamberlain reported before the City Council is <br />the Annual Appropriation limit required by the State of California. <br />This is to insure that City's are not taxing their citizens more <br />than providing the service for that tax benefit. When government <br />taxes its citizens too highly or receives too much revenue from <br />taxes that exceed the amount that they expend for the benefit of <br />the citizens, the City is to refund that money to the citizens. <br />The City is $17,532,615 away from meeting that limit. <br />Councilmember Sanders asked since the budget was adopted late, does <br />this impact the State Controller's fund. Director Chamberlain <br />replied no, this is for next year's report. Councilmember Bennett <br />stated that Page 2, Schedule B., Appropriations Limitation History, <br />for years 1992-95, does not reflect a change in the CPI, and asked <br />if there was no change. Director Chamberlain replied the State <br />changed the method of doing the calculations. It is now set at a <br />percentage change in local population. <br />Moved by Councilmember Sanders, seconded by Councilmember Sandoval <br />to approve Resolution No. R-132-94. Motion passed unanimously. <br />Mr. Sigaty asked who is guarding the door in reference to all the <br />financial issues that were discussed last night and tonight. He <br />stated the Audit Committee knew the true financial condition of the <br />City but the Council did not know. He asked who has the <br />responsibility or authority to come forward. Mayor Fulp stated he <br />understood the democratic process and that the lack of public <br />information was due to a failure of those elected. Councilmember <br />Bennett thanked Mr. Sigaty, saying his insights were right on <br />target and in her opinion it took changing the Councilmembers and <br />a City Manager who was willing to bring the information forward. <br />It was also getting the departments to become more accountable that <br />was needed.
