brought several items of information before the Council. The <br />information was there. It is a matter of whether the right <br />decisions were made. <br />Councilmember Sanders said in reply to Mr. Sigaty, ultimately the <br />person who is in charge and has been empowered to mind the store is <br />the City Manager, that is his function. He serves at the will of <br />the Council. Councilmember Sanders said he would support the City <br />Manager to carry forward the wishes of the City. The departments <br />cannot be receiving direction from seven different viewpoints, <br />direction must come from a focal point and that is the City Manger. <br />Councilmember Beltran added the City Manager has the authority and <br />ability to do the job. Councilmember Cook stated the City Manager <br />cannot do the job by himself, the City must have team work on the <br />Council. <br />ORAL BOARDS AND COMMISSIONS <br />Mr. Sigaty said it was nice for Councilmember Sandoval to have paid <br />for the reception for the outgoing Mayor; however, he objected to <br />the fact that the CFD Commission was relocated from the Council <br />Chambers, its regular meeting location. Mr. Sigaty said the <br />Commission was moved to the Corporate Yards and he was not sure if <br />the public would be able to find the meeting location. He spoke <br />about the Commissioners being volunteers and said if Councilmember <br />Sandoval had made a timely appointment to the CFD Commission he <br />might be informed as to the importance of the Commission and would <br />better appreciate the Commission. Councilmember Hutton asked if <br />Mr. Sigaty was speaking on behalf of the Commission or expressing <br />his personal views. Mr. Sigaty said he was speaking personally. <br />Discussion followed with regard to timely commission appointments, <br />whether the CFD Commission was given sufficient notice regarding <br />relocation, the policy for use of the Chambers and whether or not <br />it was wise to continue making Commission appointments by district <br />rather than at large. <br />Councilmember Sanders agreed with the importance of the CFD <br />Commission. He said his District has several CFD Districts and he <br />has people who are willing to serve and be involved since they are <br />impacted. He encouraged his fellow Councilmembers to make their <br />appointments. Ms. Hernandez, Community Relations Coordinator, <br />researched the policy for the use of the Chambers and determined <br />that Commission and Boards have priority over the reception. She <br />apologized for moving the Commission. Mayor Fulp asked if <br />consideration should be given to revisiting the ordinance which <br />established the appointments to the commission, such as if a timely <br />appointment was not made by the District Councilmember another <br />Councilmember could make that appointment or the right of a <br />Councilperson to relinquish their right to appoint. City Attorney <br />Biggs stated the current ordinance does not address the issues <br />brought forth by Mayor Fulp; however, an amendment could be <br />7 <br />DEC 7 ' 1994 <br />
