A similar issue arises with regard to <br />districts who have Mobile Home Parks. <br />Mr. Sal Rios, 1821 Evelyn Circle, Chairman Recreation and Parks <br />Commission, expressed the frustration of the Commission when <br />vacancies were not timely filled or when members were not removed <br />after they discontinued their attendance responsibility. Mr. Rios <br />said the appointees are serving at the discretion of the Council <br />and the Council should replace an individual when the attendance is <br />excessive. It is very difficult to conduct the business of the <br />Commission when a quorum cannot be attained. Mr. Rios said the <br />Commissions do not necessarily have the fractionalism as the <br />Council. The Commissions are looking at the City as a whole. <br />The Council asked that the ordinance be brought back addressing the <br />crossing of district lines and the attendance issue. Attorney <br />Biggs said she would bring an amendment to the ordinance for <br />Council consideration. Mayor Fulp expressed concern with retaining <br />the integrity of the councilmanic districts and what they stand <br />for; which is, equal and divided representation of the Council and <br />the Commissions. Mayor Fulp called for a study session of the <br />Council, staff and each Commission Chairman to discuss this issue. <br />Councilmember Beltran said the City has an ordinance in place <br />establishing the Commission appointments by district; what the <br />Council is asking is that an amendment be addressed to provide for <br />cross over should the Council wished to do this because of need and <br />to put in place a removal clause based on three unexcused absences. <br />Attorney Biggs said when the proposed ordinance amendment is placed <br />on the Agenda, full Council and public discussion can be done at <br />that time. Councilmember Cook expressed her opinion that the <br />responsibility for insuring appointments to the Commissions rests <br />with each Councilmember and that if the appointments are not being <br />made, the Councilmembers are not doing their jobs. She said there <br />are many people willing to serve, they need to be asked and <br />appointed. <br />ORAL POLICE COMMISSION <br />Mr. Arthur Ramos, President Colton Chapter Mexican -American <br />Political Association (MAPA), submitted a written request to the <br />City Council for the formation of a Police Commission. He asked <br />that the Council consider this initial proposal seriously to avoid <br />any conflict such as the City experienced in the recent past. <br />Additionally, Mr. Ramos requested that the Council look into the <br />reinstatement of televising the Council Meetings and that it look <br />into the possibility of program development with local community <br />college to allow telecommunication students to obtain lab and on <br />the job training to operation the system during the Council <br />Meetings. <br />Councilmember Hutton stated he agreed with much of what was <br />presented by Mr. Ramos.
