considered to look into establishing a Public Safety/Ethics <br />Commission or of expanding the responsibilities of the Civil <br />Service Commission to consider some of the issues that have divided <br />the community in the recent past. Councilmember Sandoval suggested <br />the City Attorney bring back a written report to the Council on the <br />proposal at a future date. <br />CITY ATTORNEY, ORAL COMMUNICATIONS/CARDS <br />City Attorney Biggs stated she wanted to report on the question of <br />whether or not cards are required. The City Council Manual of <br />Procedure states that with regard to items listed on the Agenda, <br />individuals wishing to speak on an item are requested to fill out <br />a card/form and give it to the City Clerk. The reason for that is <br />so that the Mayor will have those before him and know that he has <br />to make time specifically for public comment on these agenda items. <br />It is a request not a mandate. There is no requirement for cards <br />for oral comments generally other than to stand and be recognized <br />by the Chair. <br />Mr. Charles Jackson, 2568 East Topanga Way, stated he was <br />tremendously bothered by the Rancho Mediterranea Purchase. The <br />issue has come before the City Council many times with regard to <br />money that would be received from this project and how it was to be <br />distributed. He stated that last night there were Councilmembers <br />surprised to hear that $2.5 million had been received and it <br />appeared that the Finance and City Manager were also not aware that <br />the money had been received. This type of lack of information <br />should not be occurring. He asked what happened to the money that <br />was received and said there should be no surprises, each <br />Councilmember should know every detail. <br />Economic Development Director Gabriel replied that the creation of <br />the assessment district and the issue of bonds were brought before <br />the Council for approval. The assessment district was funded in <br />June 1994. The proceeds from the assessment district in the amount <br />of $2.5 million went directly from the underwriter who issued the <br />funds for the assessment district to the trustee that was holding <br />the note. This was done to pay down the loan that was owed on the <br />mobile home park purchase. Those monies went direct and were never <br />went through the City. <br />Oral Communications <br />Mayor Fulp asked for action with regard to where on the Agenda Oral <br />Communications should be held. He suggested that perhaps it could <br />be held at the beginning and end of each meeting. Councilmember <br />Sandoval said he liked the way it is now. The matter was discussed <br />at length upon request from the public that it be moved from the <br />end of the meeting to the beginning.
