Unanimous vote. <br />RESOLUTION NO. R-102-94 - <br />PUBLIC COMMENT <br />Graffiti <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON APPROVING A LOAN <br />TO THE REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON AND AUTHORIZING THE <br />MAYOR TO EXECUTE THE LOAN AGREEMENT <br />FOR PREPARATION OF A FEASIBILITY <br />STUDY FOR THE PROPOSED LA CADENA <br />CORRIDOR REDEVELOPMENT PROJECT AREA. <br />Ms. Lorraine June, 688 North 7th Street, spoke excitedly about <br />having witnessed a demonstration of a liquid provided by Desert <br />Iron Graffiti Works Company which was used to obliterate graffiti <br />from a block wall. She noted that the liquid did not remove the <br />base paint. Most importantly, she said that this liquid is <br />EPA/OSHA approved. She strongly suggested its use by the City. <br />Councilmember Bennett said she had witnessed the demonstration as <br />well and inquired if staff could be asked to look into this. <br />Councilmember Rios took the opportunity to commend City Employee Al <br />Negrete who continues to do an excellent and prompt job at graffiti <br />removal. <br />Community Center <br />Ms. Nancy M. Hernandez, 850 West "C" Street, asked Councilmember <br />Bennett why she was against the Community Center. Councilmember <br />Bennett responded that budget constraints prohibited expenditure <br />for such construction. Ms. Hernandez referred to Council Minutes <br />of 3/15/94 wherein Councilmember Bennett was in favor of a teen <br />center where the youth could set their own rules and participate in <br />naming the center. Ms. Hernandez suggested the community center <br />project could be eligible for federal funding. <br />City Attorney warned about the propriety of a question/answer <br />process under Public Comment. She advised that Section 54954.2 of <br />the Brown Act states that "No action or discussion shall be <br />undertaken on any item not appearing on the posted agenda, except <br />that members of a legislative body may briefly respond to <br />statements made or questions posed by persons exercising their <br />public testimony rights under Section 54954.3." <br />Complaint <br />ki <br />aur 16 1994 <br />
