00_� <br />identification of the body found at Hermosa Cemetery and to the <br />homicide investigators who worked diligently for the early arrest <br />of suspects in this case. <br />Af ter brief comments by Mayor Gonzales and City Manager Young, <br />Councilmember Sandoval said that law enforcement is a difficult job <br />and asked for consensus of the Council to have the Civic Center's <br />f lag f ly at half mast in memory of of f icers who have lost their <br />lives on the job --such as the recent tragedy in Torrance, <br />California. City Manager Young said he would issue the order. <br />Councilmember Rios thanked the Colton Police Department for its <br />outstanding work. He described his experiences while on patrol <br />with Police Officers and found how effective the Police Department <br />is and how considerate the officers are. <br />Community Liaison Officer <br />Mayor Gonzales read and presented a certificate of commendation to <br />Community Liaison Of f icer Victor Paul f or his ef f orts in developing <br />an innovative Community Awareness Program. <br />Youth Project Coordinator <br />Mayor Gonzales read the certificate of commendation for Youth <br />Project Coordinator Rita Coronado (not present) for her efforts in <br />development and coordination of the Colton Graffiti Program. <br />Community Liaison Officer <br />Mayor Gonzales read the certificate of commendation for Community <br />Liaison Officer Cecilia Hernandez (not present) for her efforts in <br />insuring the success of City events and celebrations during 1993- <br />94. <br />Reche Canyon <br />Councilmember Bennett moved to have the City Attorney study and <br />draft an interim building moratorium ordinance, in the Reche Canyon <br />area, to allow the City Council to review the City's building <br />standards. She identified building problems as well as hillside <br />problems. City Attorney Biggs advised that the item be declared an <br />urgency measure for a period of 45 days; thereafter, the moratorium <br />could be extended. <br />Community Development Director Zamora asked for a point of <br />clarification as to the extent of the moratorium, whether it will <br />effect developments presently under construction. Director Zamora <br />said there are currently two f inal tracts: McCarty - twelve houses <br />with four houses under construction and Ghadir with 24 lots in that <br />subdivision.
