Conditional Use Permit for drive-through services in the Business <br />Park (BP), General Commercial (C-2), Industrial Park (IP), Light <br />Industrial (M-1) and Heavy Industrial (M-2) zones. <br />Director Zamora reported that the proposed amendment is <br />categorically exempt, per Section 15321(a)(1) of the California <br />Environmental Quality Act guidelines and he recommended that a <br />Notice of Exemption be prepared. Director Zamora reported there is <br />no fiscal impact. Staff recommended passage of the First Reading <br />of Ordinance No. 0-01-94. <br />Hearing no response to the call for public comment, motion by <br />Councilmember Cisneros, seconded by Councilmember Sandoval to close <br />the public hearing. Unanimous vote. <br />Motion by Councilmember Beltran, seconded by Councilmember Cook, to <br />waive full reading and pass First Reading of Ordinance No. 0-01-94. <br />Unanimous vote. <br />ORDINANCE NO. 0-01-94 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />(First Reading) CITY OF COLTON TO AMEND THE MUNICIPAL <br />CODE SECTION 18.06.060 "USES PERMITTED IN <br />EACH ZONE," AS DESCRIBED FURTHER IN FILE <br />INDEX NUMBER DO -68-93. <br />Wastewater Rates <br />Mayor Gonzales announced that this was the time and place fixed for <br />public hearing for consideration of a resolution of the City <br />Council of the City of Colton setting wastewater rates for SARI <br />Line users. <br />Mayor Gonzales declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and <br />reported no protests or objections were received. <br />Public Works director Hutton informed the City's agreement with the <br />San Bernardino Valley Municipal Water District allows the City <br />additional sewer capacity and heavy/commercial/industrial <br />wastewater dischargers will be required to connect into the SARI <br />line. Director Hutton said Resolution No. R-34-93, adopted on May <br />18, 1993, does not set a rate for the SARI Line and fees cannot be <br />collected from commercial/industrial wastewater dischargers. <br />The City of Colton is paying $365,000 per year for twenty years. <br />The cost of the SARI Line was to be borne by commercial/industrial <br />wastewater dischargers connecting to the SARI line. Staff <br />recommended that $6.00 per gallon fee be adopted for all SARI line <br />users within this jurisdiction.
