Hearing no response to the call for public comment, motion by Councilmember Beltran, seconded by Councilmember Cisneros, to close the public hearing. Unanimous vote. R-02-94 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON SETTING WASTEWATER RATES FOR SARI LINE USERS. STAFF REPORTS TREASURER'S REPORTS AND RECOMMENDATIONS: Treasurer Williams declared that all of the community facilities districts in the City issued bonds to finance improvements and from time to time certain property owners have failed to pay their required special taxes. To protect their bond holders, the City of Colton has agreed to foreclose on the delinquent property owners. As these proceedings are a specialized area of law, Treasurer Williams requested that Council approve the Agreement to retain the Law Office of Robert Owen. Treasurer Williams noted that there is no financial impact for this action to the City as legal fees are paid by the property owners when they cure the delinquency or attorney fees are recovered when the property is sold. Treasurer Williams recommended foreclosure actions for Community Facilities Districts Nos. 87-1, 88-1, 89-1, 89-2 and approval of special counsel agreement.
