Hirina Freeze <br />Mr. Gerard Beltran Hernandez questioned why Council was considering <br />Items 5, 10 and 22 - all dealing with hiring when Council at its <br />last meeting refused to consider the permanent appointment of the <br />Community Relations Coordinator. Interim City Manager Winter <br />explained that the Community Relations Coordinator position was a <br />non -permanent type and that the positions being considered today <br />are permanent, with some lateral transfers. <br />MAYOR & COUNCIL ITEMS (continued): <br />Chief of Police <br />Motion by Councilmember Bennett, seconded by Councilmember Beltran, <br />to have Agenda Item No. 35 moved up to Agenda Item No. 24. Mayor <br />Gonzales announced it would follow Item No. 24. After brief <br />argument and discussion, there was a roll call vote and the motion <br />failed with Councilmembers Bennett, Rios and Beltran having voted <br />"Yes." <br />Mt. Vernon/Valley ARCO AM/PM <br />Upon Applicant's request, Councilmember Beltran asked that Agenda <br />Item No. 27 be given priority. Motion by Councilmember Beltran, <br />seconded by Councilmember Bennett, to accept and approve the <br />appeal, by Mayor Gonzales and Councilmember Beltran, of the <br />Planning Commission regarding Design Review File Number DC -21-94 to <br />modify the traffic fee to $10,800. DC -21-94. <br />Chief of Police (Continued) <br />At Mr. Fred Cordova's request, Mayor Gonzales read Lieutenant Steve <br />Cabral's written report of May 10, 1994 in its entirety. <br />City Attorney Biggs cautioned and advised that the Mayor and City <br />Council Members cannot hire but can direct the City Manager. <br />Councilmember Sandoval, seconded by Mayor Gonzales, moved that the <br />City Council direct the City Manager to reinstate Chief Cabral as <br />Acting Chief of Police. <br />There was strong objection to Councilmember Rios' request to read <br />CPOA's statement into the record.
