Councilmember Rios read the statement in its entirety. <br />The following persons spoke in favor of the reinstatement of Acting <br />Police Chief Cabral: Gerard Beltran Hernandez, Jose Perales, Steve <br />Anderson and Mel Albiso. <br />Those persons speaking in opposition were John Longfield and Bob <br />Johnson. <br />Recess: <br />At 8:00 P. M., Mayor Gonzales declared a brief recess. At 8:23 P. <br />M., the meeting is reconvened with all Members present at the dais, <br />as heretofore. <br />Chief of Police (Continued) <br />Speaking in opposition to the reinstatement were Charles Jackson, <br />John Sigaty, and Helen Herd, <br />The following speakers supported the reinstatement of Acting Police <br />Chief Cabral: Johnny Sierra, Ray Roa, Sal Rios, Art Ramos, Fred <br />Cordova, Mel Albiso, Chris Garth, Ruben Berrios, Elena Lightfoot, <br />Nancy Hernandez, Diana Vasquez, Anna Vasquez, Sandra Cabral, Raul <br />-- Wilson, Marty Vega and Rocky Fredrickson. <br />Councilmember Sandoval moved to modify his motion to read as <br />follows: That the City Council direct the City Manager to <br />reinstate Steve Cabral as Acting Chief of Police, effective <br />immediately. Having seconded the original motion, Mayor Gonzales <br />agreed to the modification. <br />Prior to casting her vote, Councilmember Cook declared a wedge has <br />been driven in the City of Colton by demands, accusations and <br />threats. She reminded that the Police Department is here to serve <br />and protect the people. She urged the City to be progressive. <br />She agreed with Mr. Sal Rios' remarks about Affirmative Action and <br />the creation of a police commission. Councilmember Cook stated she <br />was not voting against Steve Cabral. <br />The above motion to direct the City Manager to reinstate Steve <br />Cabral as Acting Chief of Police did not carry with Councilmembers <br />Bennett, Rios, Cisneros, Cook and Beltran voting "No." <br />Recess: <br />At 10:18 P. M., Mayor Gonzales declared a brief recess. At 10:25 <br />P. M., meeting reconvenes with the Mayor and Council Members <br />present at the dais as heretofore. <br />6 <br />JUjy 0 6 1994 <br />
