Motion by Councilmember Beltran, seconded by Councilmember Bennett, <br />to accept TCI's request to withdraw their appeal DCV -54-93. <br />Unanimous vote. <br />STAFF REPORTS: <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Hillside Moratorium <br />Community Development Director Zamora provided summary of the <br />recent action to monitor the settling of two homes at 2191 and 2185 <br />Wild Canyon Drive by the Building Division of the Community <br />Development Department. It has reviewed the original grading, soil <br />reports, and monitored several field inspections. <br />He informed that the original developer of these homes on Wild <br />Canyon Drive is out of business. This year, the homeowner at 2191 <br />Wild Canyon requested a "friendly" condemnation of her property, <br />which was done. <br />Staff is aware of two other homes in the Reche Canyon area (3049 <br />and 3051 Canyon Vista Drive) which were settling with similar <br />settlement of approximately one inch. These homes are located in <br />the former "Nordic" Tract, which experienced prior building <br />problems. The developer lost his contractor's license and the <br />construction lender has been correcting some non -grading <br />construction deficiencies to several homes in these tracts. The <br />lender is pro -active by repairing and offering to repair these <br />homes. City staff is not aware of any other case of settling <br />except the four cases mentioned. <br />There is another subdivision in the Reche Canyon area, Tract #13362 <br />known as "Panorama Vistas" Tract. Redlands Federal Bank foreclosed <br />on the developer and would like to sell the lots on an individual <br />basis. The tract has not yet been developed. There has been a <br />meeting with representatives of Redlands Federal; CHJ Soils <br />Engineering; Doug Goodman, RCE and City Staff which included Tim <br />Wilson. Additional soils reports, submitted by Redlands Federal <br />officials were reviewed by building staff and were found to be <br />satisfactory in addressing previously unaddressed soils compaction <br />questions. <br />Staff presented three recommendations: (1) Authorize and direct <br />City staff to develop a grading ordinance which includes rigid <br />requirements for monitoring by city forces of inspections and <br />testing by professional engineers of the private sector and <br />designates a "Grading Official" who will ensure all grading (on- <br />site and off-site) complies with City of Colton ordinances; (2) All <br />future development tracts in the area subject to the moratorium now <br />in place shall be required to provide for an independent <br />engineering evaluation of the possible causes and mitigation of the <br />8 <br />JUN 0 S 11094 <br />
