unanimous vote. <br />ORDINANCE NO. 0-05-94 - AN URGENCY ORDINANCE OF THE CITY OF <br />(Second Reading) COLTON ESTABLISHING A MORATORIUM ON <br />ISSUANCE OF BUILDING PERMITS FOR <br />CONSTRUCTION OF BUILDINGS IN SLOPE AREAS <br />OF THE CITY OF COLTON WHERE COMPACTION <br />PROBLEMS HAVE BEEN IDENTIFIED. <br />FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Docs License Proration <br />Interim Finance Director Daroca stated she had prepared the <br />following report in response to Councilmember Rios' inquiry on pro- <br />ration of dog license. She found that the current dog license <br />ordinance as amended June 16, 1992 does not provide for fee pro- <br />ration. <br />Information gleaned from a poll of the surrounding government <br />agencies revealed that the City of Colton and the County of San <br />Bernardino have no policy for pro -ration fee; that the City of San <br />Bernardino offers a quarterly fee; that the Cities of Redlands and <br />Loma Linda provide a semi-annual fee and the City of Rialto allows <br />a pro -ration fee of $12.50 <br />Director Daroca indicated that staff projected there were 8.200 <br />dogs in the City limits and of that amount, 5,200 dogs are <br />unlicensed, which represents lost revenue to the City. She <br />declared that costs to provide animal control services in the <br />amount of $132,859 are not being fully recovered. <br />Staff anticipated that along with increasing enforcement, the sum <br />of $67,000 could be realized by bringing Colton's apprehension fee <br />into alignment with the surrounding jurisdictions. With $1.00 <br />first time apprehension fee, the City is the lowest at this time. <br />For added revenue, an annual sweep was suggested. Director Daroca <br />asked for Council direction. <br />At 9:55 P. M., Mayor Gonzales was absent from the dais; Mayor Pro <br />Tempore Cook presiding. <br />After brief discussion, Mayor Pro Tempore Cook directed staff to <br />return to Council, at next agenda, with proposed fee schedule. <br />At 9:57 P.
