PUBLIC COMMENT: <br />Agenda Item No. 3 <br />Ms. Elena Lightfoot stated that Ms. Cecilia Hernandez has performed <br />the job for the last 8 months and inquired why the job was not made <br />a permanent position. Interim City Manager Winter informed that <br />the preliminary budget is being worked on and there is a hiring <br />freeze at this time. He said the position will be considered at <br />budget review. <br />Agenda Addition <br />Councilmember Beltran requested that review of Ordinance 0-22-91 be <br />agendized for June 7, 1994 regarding Central Purchase System Rules <br />and Procedures to consider striking Section 3.08.105. <br />MAYOR & COUNCIL ITEMS <br />Executive Personnel <br />As requested by Councilmember Bennett, Interim City Manager Winter <br />indicated it was appropriate to direct Personnel Department staff <br />to do a comparable study after polling similar cities. The report <br />will be submitted to City Council for review prior to budget <br />proceedings. With Council approval, Mayor Gonzales directed the <br />City Manager to proceed with survey and report. <br />Budcfet <br />Motion by Councilmember Beltran, seconded by Councilmember Bennett, <br />to deny any request for payment of $30.00 for attendance at the <br />Electric Utility Director's retirement celebration on June 3, 1994. <br />Unanimous vote. <br />Regarding the plague to be awarded that date, Councilmember Cook <br />remarked that it is a courtesy extended to retirees and there was <br />no objection from fellow Council Members. <br />PUBLIC HEARINGS <br />Rancho Mediterrania <br />Mayor Gonzales announced that this was the time and place fixed for <br />Public Hearing to Consider Creation of the Rancho Mediterrania <br />Public Improvements Assessment District and Adoption of Engineer's <br />Report. <br />Mayor Gonzales declared the Public Hearing open. <br />5 <br />MAY 17 1994 <br />
