City Clerk submitted the Affidavit of Publication and reported that <br />no protests or objections were received. <br />As previously announced, Economic Development Director Gabriel <br />reported that it was necessary to act to form an Assessment <br />District at Rancho Mediterrania Mobilehome Park and for approval of <br />an Engineer's Report, to assist in the financing of the individual <br />units at said park by having the City acquire the street and water <br />improvements therein. <br />The boundaries of the proposed district shall follow the boundaries <br />of the Rancho Mediterrania Mobilehome Park. The improvements to <br />be acquired include the streets and water improvements within the <br />park. The total assessments that will be levied against the <br />properties will be between $8,000 to $10,000 per parcel, with <br />annual levies of approximately $60 to $80 per parcel. <br />The City intends to issue bonds in a not -to -exceed amount secured <br />only by the assessments; neither the full faith and credit nor <br />taxing power of the City is at risk for repayment. Upon closing of <br />sales of the parcels within the district, the residents will then <br />assume the assessment payments through their property tax bills. <br />Staff recommended acceptance and adoption of R-63-94. <br />Mayor Gonzales asked for public comment. Hearing none, motion by <br />Councilmember Sandoval, seconded by Councilmember Cook, the public <br />hearing was terminated. <br />Motion by Councilmember Rios, seconded by Councilmember Cook, to <br />Adopt Resolution No. R-63-94, which confirms the Assessment Report <br />and the assessments; authorizes the sales and issuance of bonds; <br />approves the execution of a Bond Purchase Contract, Official <br />Statement, Acquisition Agreement and Fiscal Agent Agreement; and <br />authorizes the execution of all other necessary documents and the <br />taking of all other actions relating to the City of Colton Limited <br />Obligation Bonds, Assessment District No. 94-1 (Rancho Mediterrania <br />Public Improvements Project). Unanimous vote. <br />STAFF REPORTS: <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />City Manager <br />City Attorney declared that, as requested by City Council, the <br />proposed resolution amended the salary and job classification plan <br />by the deletion of the salary and classification category for the <br />position of City Manager. The new resolution stated the City's <br />policy to consider and negotiate, on a case by case basis, the <br />salary and benefit terms upon evaluation of the qualification and <br />MAY 17 1994 <br />
