City Clerk submitted the Affidavit of Publication and reported that no protests or objections were received. As previously announced, Economic Development Director Gabriel reported that it was necessary to act to form an Assessment District at Rancho Mediterrania Mobilehome Park and for approval of an Engineer's Report, to assist in the financing of the individual units at said park by having the City acquire the street and water improvements therein. The boundaries of the proposed district shall follow the boundaries of the Rancho Mediterrania Mobilehome Park. The improvements to be acquired include the streets and water improvements within the park. The total assessments that will be levied against the properties will be between $8,000 to $10,000 per parcel, with annual levies of approximately $60 to $80 per parcel. The City intends to issue bonds in a not -to -exceed amount secured only by the assessments; neither the full faith and credit nor taxing power of the City is at risk for repayment. Upon closing of sales of the parcels within the district, the residents will then assume the assessment payments through their property tax bills. Staff recommended acceptance and adoption of R-63-94. Mayor Gonzales asked for public comment. Hearing none, motion by Councilmember Sandoval, seconded by Councilmember Cook, the public hearing was terminated. Motion by Councilmember Rios, seconded by Councilmember Cook, to Adopt Resolution No. R-63-94, which confirms the Assessment Report and the assessments; authorizes the sales and issuance of bonds; approves the execution of a Bond Purchase Contract, Official Statement, Acquisition Agreement and Fiscal Agent Agreement; and authorizes the execution of all other necessary documents and the taking of all other actions relating to the City of Colton Limited Obligation Bonds, Assessment District No. 94-1 (Rancho Mediterrania Public Improvements Project). Unanimous vote. STAFF REPORTS: CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: City Manager City Attorney declared that, as requested by City Council, the proposed resolution amended the salary and job classification plan by the deletion of the salary and classification category for the position of City Manager.
