For the record, Mayor Gonzales stated that the City Council adopted <br />a balanced budget in 1992-93 and 1993-94, with no lay-offs. <br />Police Department <br />Councilmember Rios took exception to a comment made earlier <br />depicting that the "Police Department was not well run and was out <br />of control." Councilmember Rios said "We have a great chief. <br />There is good morale and the statement was unwarranted." Mayor <br />Gonzales responded that his comment was made in reference to <br />conditions which he believed existed at the time of his request for <br />an FBI investigation. <br />Councilmember Bennett stated that as a member of the Citizens' <br />Patrol, she has seen a major improvement in the Police Department's <br />attitude and their outlook. She believed they were under a cloud <br />since March of this year, until June, and that with Chief Mireles, <br />there has been a turn -around. <br />General Remarks <br />Councilmember Sandoval offered congratulations to those persons who <br />were recently elected to office and said he was sorry to see those <br />persons he considered mentors leave: Mayor Gonzales, Councilmember <br />Cisneros and Councilmember Rios. <br />--� Councilmember Sandoval responded to Mr. Jackson's complaint of the <br />student protest and the parents involved with the youth. He <br />recalled that throughout history, young people have stood with <br />their fathers for causes they believed in. <br />PUBLIC HEARING <br />CDBG <br />Mayor Gonzales announced that this was the time and place fixed for <br />the Public Hearing to Consider the Reprogramming of $60,338 of <br />Community Development Block Grant (CDBG) Funds from the Fiscal Year <br />1993-94 Project "Street Improvements - Olive, Bordwell, La Cadena <br />and Mt. Vernon," to the activity, "Street Improvements - M, <br />Congress and Sixth." <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and <br />reported there were no protests or objections received. <br />Director David Zamora reported that this was surplus money from a <br />previous project. Having received County approval, he now needed <br />City Council approval for reallocation of these funds. <br />Mayor Gonzales called for public comment and there was no response. <br />31 <br />m L 5 199 <br />
