when there is greenwaste pick-up, you will find a container half- <br />filled with greenwaste material and the rest filled with trash. He <br />said that if a household is truly recycling, there will be little <br />or no trash to put out. Councilmember Sanders said the problem may <br />be that the City needs to provide its citizens with bins. Mayor <br />Fulp suggested that R. W. Beck provide input on the type of <br />educational techniques the City can employ and how to implement <br />them. <br />There was a request to provide the cost for a regional recycling <br />center and the potential profit for participating agencies. Mr. <br />Tagore-Erwin pointed out that there is a lot of competition for a <br />process facility. Councilmember Hutton warned that getting other <br />agencies to participate is a big question. Mr. Fred Cordova <br />suggested a rate -setting study be conducted by the Utilities <br />Commission with R. W. Beck. <br />Councilmember Bennett moved to direct the City Manager to hire back <br />the administrative analyst as the annual report regarding <br />compliance with AB939 is coming due and she reasoned that four days <br />of being fined equals her salary. Councilmember Hutton seconded <br />the motion. City Attorney Biggs advised that the motion is <br />inappropriate at this time and suggested that it be placed on the <br />September 19, agenda, under Personnel Director's staff reports as <br />follows: Consideration/Approval of Reactivating of the Recycling <br />Analyst Position. <br />After discussion, a special meeting on October 23, 1995 was set <br />between the Utilities Commission and R. W. Beck for study and <br />recommendations in preparation of Final Report. <br />With approval of City Council, Mayor Fulp fixed the first City <br />Council Meeting in November for presentation of R. W. Beck's Final <br />Report on the Management Study for the Sanitation and Recycling <br />Division. <br />As requested by City Manager Martinez, Mayor Fulp enumerated the <br />topics to be addressed in the Final Report: <br />1. Customer Service Comparison, Residential, for <br />June/July/August, for 1994 versus 1995. <br />2. Analysis of City Complying with Truck Weight Limits; <br />Requirements/Guidelines. <br />3. Annual Cost Comparison, Implementing Options two or three. <br />4. Paragraph outlining a comparison regarding clean-up of bins <br />in-house versus private. <br />5. Items that were presented on Pages 32/33 regarding rolled -up <br />annualized items which are to be made easy to read. <br />3 <br />SEP 11 1895 <br />
