3. (A) Award of Bid to Pauwels Transformers, Inc. in the amount of <br />$1,0430296. <br />Moved by Councilmember Cook, seconded by Councilmember Beltran, to <br />award the bid for transformers for the New Transmission Line to <br />Pauwels Transformers, Inc., in the amount of $1,043,292. Motion <br />carried by unanimous vote. <br />3. (B) Second Reading of Ordinance No. 0-20-94, Leaseback <br />Agreement Electric System Improvement. <br />Moved by Councilmember Sandoval, seconded by Councilmember Cook, to <br />pass second reading and adopt ORDINANCE NO. 0-20-94. Motion <br />carried by unanimous vote. <br />3. (C) Second Reading of Ordinance No. 0-21-94, Establish an <br />Electric System Revenue Fund and Accounts, to provide for the Flow <br />of Funds from the Electric System Revenue Fund. <br />Moved by Councilmember Sandoval, seconded by Councilmember Sanders, <br />to pass second reading and adopt ORDINANCE NO. 0-21-95. Motion <br />carried by unanimous vote. <br />3. (D) Consider Resolution No. R-128-94 Authorizing the Invitation <br />of Proposals for the Purchase of not to exceed $23,000,000 <br />Aggregate Principal Amount of Bonds of the Colton Public Financing <br />Authority, Approving Notice Inviting Bids, Notice to Sell Bonds and <br />Authorizing the Delivery of a Preliminary Official Statement. <br />Moved by Councilmember Sandoval, seconded by Councilmember Cook, to <br />approve and adopt RESOLUTION NO. R-128-94. Motion carried. <br />Councilmember Bennett voting "NO". <br />Hospital MOU Draft <br />Loma Linda Mayor Bob Christman, 1169 Lozano Place, Loma Linda, <br />addressed the City Council with regard to his concerns on the <br />financial structure for the County Medical Center which will cost <br />$685,000,000. Mayor Christman stated his concern that a <br />feasibility study was not done by the County to determine whether <br />this project would work or not. He said he has done alot of <br />research into the County Hospital and the documents thus far <br />presented do not come close to what is traditionally accepted in <br />the business world. <br />Mayor Christman said the City of Colton is a critical city since it <br />is being built here. Mayor Christman said contrary to the County's <br />claims of no prior opposition to the medical center, there has long <br />been opposition to the placing of the hospital in Colton. The <br />Grand Jury has recommended against the hospital for two years and <br />the County's Blue Ribbon Committee made a recommendation against <br />it. <br />+I <br />JAN 0 5 1995 <br />
