Mayor Christman reported while the County is building a hospital, the federal government is reducing its number of hospitals. Mayor Christman suggested holding everything until an outside independent feasibility study is done and asked that the City of Colton support his suggestion by also requesting that a feasibility study be done. Councilmember Sandoval asked Mayor Christman if he felt that Moreno Valley was also bucking the trend by building a medical center. Maryor Christman said that hospital was not built by the County. Councilmember Cook stated Mayor Christman had mentioned the Grand Jury Reports and asked if he had seen the reply by the County Board of Supervisors. Mayor Christman replied "no". She said there was a reply and she had copies which she offered to share. Councilmember Sanders asked what is the basis for the statement made by Mayor Christman that the interest will increase on the Certificates of Participation issued by the County. Mayor Christman replied that this due to the lowering of the County's debt rating. Councilmember Sanders said Mayor Christman's letter states that the County claims that this is the least expensive means of providing care for the indigent; however, this cannot be verified due to the lack of an independent financial study. Councilmember Sanders asked Mayor Christman if the County had not done a study from its service records of care being provided to the indigent. Mayor Christman said he was told by the County Clerk that a study had not been done. Mayor Fulp asked Mayor Christman if to his knowledge, the Building Permit for the construction been issued by the State to the County. Mayor Christman responded it had not been issued as of last week. Mayor Fulp asked Mayor Christman if he had ever had a County project constructed within his jurisdiction. Mayor Christman said not since he has been Mayor or during his tenure on the Council. Mayor Fulp said his understanding is that any project even though permitted by the State, needs to conform to the host City's General Plan. Mayor Christman said he was not aware of that requirement although it made sense. Councilmember Sandoval said he has been in support of the County Hospital locating in Colton and he does not want anyone present tonight to be under the impression that this is referendum of whether or not the hospital should be constructed here or not. The issue tonight is to have additional questions answered. Moved by Councilmember Sandoval, seconded by Councilmember Bennett, to refer the MOU back to staff and to have staff return to the Council at its March 7, 1995, Meeting with additional clarifications or justifications regarding the numbers attributable to the County and to the City in terms of cost sharing. Councilmember Beltran recommended that the Mayor appoint an ad hoc 3 JAN 0 5 "1995
