Mayor Christman reported while the County is building a hospital, <br />the federal government is reducing its number of hospitals. Mayor <br />Christman suggested holding everything until an outside independent <br />feasibility study is done and asked that the City of Colton support <br />his suggestion by also requesting that a feasibility study be done. <br />Councilmember Sandoval asked Mayor Christman if he felt that Moreno <br />Valley was also bucking the trend by building a medical center. <br />Maryor Christman said that hospital was not built by the County. <br />Councilmember Cook stated Mayor Christman had mentioned the Grand <br />Jury Reports and asked if he had seen the reply by the County Board <br />of Supervisors. Mayor Christman replied "no". She said there was <br />a reply and she had copies which she offered to share. <br />Councilmember Sanders asked what is the basis for the statement <br />made by Mayor Christman that the interest will increase on the <br />Certificates of Participation issued by the County. Mayor <br />Christman replied that this due to the lowering of the County's <br />debt rating. Councilmember Sanders said Mayor Christman's letter <br />states that the County claims that this is the least expensive <br />means of providing care for the indigent; however, this cannot be <br />verified due to the lack of an independent financial study. <br />Councilmember Sanders asked Mayor Christman if the County had not <br />done a study from its service records of care being provided to the <br />indigent. Mayor Christman said he was told by the County Clerk <br />that a study had not been done. <br />Mayor Fulp asked Mayor Christman if to his knowledge, the Building <br />Permit for the construction been issued by the State to the County. <br />Mayor Christman responded it had not been issued as of last week. <br />Mayor Fulp asked Mayor Christman if he had ever had a County <br />project constructed within his jurisdiction. Mayor Christman said <br />not since he has been Mayor or during his tenure on the Council. <br />Mayor Fulp said his understanding is that any project even though <br />permitted by the State, needs to conform to the host City's General <br />Plan. Mayor Christman said he was not aware of that requirement <br />although it made sense. <br />Councilmember Sandoval said he has been in support of the County <br />Hospital locating in Colton and he does not want anyone present <br />tonight to be under the impression that this is referendum of <br />whether or not the hospital should be constructed here or not. The <br />issue tonight is to have additional questions answered. <br />Moved by Councilmember Sandoval, seconded by Councilmember Bennett, <br />to refer the MOU back to staff and to have staff return to the <br />Council at its March 7, 1995, Meeting with additional <br />clarifications or justifications regarding the numbers attributable <br />to the County and to the City in terms of cost sharing. <br />Councilmember Beltran recommended that the Mayor appoint an ad hoc <br />3 <br />JAN 0 5 "1995 <br />
