Councilmember Beltran point out that there are a lot of delinquent <br />properties in the City and did not believe it was a good idea to have <br />the County handle this. Mayor Fulp reminded Council of the warning from <br />the City Attorney and the City Manager that once the agreement is <br />entered into, the City cannot get out. Further, Mayor Fulp inquired if <br />the City enters into the agreement, does it give up its ability to get <br />the property to the County. City Attorney Biggs said that did not know <br />the answer but that it was logical that the County would receive that <br />benefit. <br />After discussion, motion by Councilmember Bennett, seconded by <br />Councilmember Beltran to return the matter to staff for further research <br />and analysis carried with Councilmembers Cook and Hutton voting "No." <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />La Cadena Beautification Project II and III - Status Report <br />Councilmember/Director Hutton reported that this project is 90% <br />complete. He informed that an automobile accident wiped out part of the <br />fence and the contractor will have to replace it. He said he was hoping <br />to obtain an extension on paving north and south La Cadena, with a one - <br />inch cap, which was approved last month. There was discussion on <br />capping to be rid of potholes and limit the City's liability. There was <br />inquiry regarding lighting schedule and Electric Utility Director Clarke <br />said there will soon be bids for light standards and the bids for <br />trenching and conduit are anticipated in December or January. <br />Councilmember Sandoval announced there were plans for 67 lights to be <br />installed. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Guyaux Property <br />Director Zamora reported that staff has been involved with inspection <br />and monitoring. Code Enforcement has been out to the property three <br />times a week. The property owner has complied with directives: A fence <br />and fence gate with lock have been installed. Scrap metal and tires <br />have been removed. Mr. Guyaux submitted proof and was present to answer <br />any questions. There were questions on the number of well sites and <br />their availability to testing. Mr. Guyaux agreed to provide copies of <br />proof of work accomplished. <br />MAYOR AND CITY COUNCIL COMMENTS: <br />District 6 <br />Councilmember Sandoval announced that the substation, on Washington, had <br />opened and expressed appreciation to Police Chief Lunsford, the <br />volunteers and the management of the Courtyard for their exemplary <br />effort and for working in the right direction. He thanked the residents <br />of Lake Cadena for battling the brush fire in the La Loma Hills. He <br />5 <br />OCl `c 5 1995 <br />
