Motion by Councilmember Sandoval, seconded by Councilmember Cook, <br />to approve the agreement with Southern Pacific Transportation <br />Company allowing the installation of 108 inch storm drain pipe <br />across the railroad right-of-way. Unanimous vote. <br />Agenda Item No. 18 <br />Mayor Fulp moved for a voice vote; Councilmember Beltran seconded <br />said motion. Councilmember Bennett asked that these minutes <br />include her statement made at the Regular Meeting of the <br />Redevelopment Agency, held April 4, 1995, wherein she exclaimed <br />that the Agency should be focusing on the economic development of <br />the Santa Ana River Project and bringing jobs to the area and that <br />if the money is used for the Community Center, she believed, there <br />won't be any money left to pursue development and to assist <br />businesses who need help. She inquired if this would deplete the <br />City's funds. Councilmember Beltran asked if it wasn't correct <br />that the monies were on loan from the Redevelopment Agency, with a <br />scheduled pay -back and money returning to the fund. Director <br />Gabriel said his statement was correct. Director Gabriel said that <br />there was previous approval from RDA and City Council for funding <br />of the Community Center through the use of Agency Cooley Ranch tax <br />increment reserves and bond proceeds; $239,000 in CDBG monies and <br />$12,500 through a State grant. Since a shortage exists in the <br />funding through Cooley Ranch tax increment reserves, staff has <br />found it necessary to utilize bond proceeds from the Santa Ana <br />River Project Area to complete the construction of the Community <br />Center in the amount of approximately $2,103,728. <br />Motion by Councilmember Cook, seconded by Councilmember Hutton, to <br />accept staff recommendation and to adopt Resolution No. R-27-95. <br />Motion carried with Councilmembers Bennett and Sanders and Mayor <br />Fulp voting "No." <br />RESOLUTION NO. R-27-95 - RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, MAKING FINDINGS AND <br />DETERMINATIONS AS TO THE BENEFIT OF <br />CERTAIN PUBLIC FACILITIES FOR THE SANTA <br />ANA RIVER REDEVELOPMENT PROJECT AREA AND <br />APPROVING ADDITIONAL FUNDING FOR THE <br />COMMUNITY CENTER. <br />PUBLIC COMMENT: <br />Hidden Canyon <br />Rev. Stephen Anderson said he found out that on the property where <br />his house sits, that in 1989 there was a desilting basin which <br />ruptured and the City had no knowledge. He said he wanted this <br />fully investigated. He wanted a soils study to be conducted in <br />Hidden Canyon. He wanted this done immediately - no stalling and <br />no bluffing.
